CITY OF PLEASANTON I <br /> CITY COUNCIL MEETING MINUTES <br /> JULY 14, 2020 <br /> This meeting was conducted in accordance with Governor Newsom's <br /> Executive Orders N-20-20 and N-35-20 and COVID-19 pandemic protocols. <br /> SPECIAL MEETING <br /> Mayor Thorne called a teleconference special meeting of the City Council to order at the hour of 6:30 <br /> p.m. Mayor Thorne led the Pledge of Allegiance and provided opening remarks. <br /> ROLL CALL <br /> Present: Councilmembers Brown, Pentin, Testa, Narum, Mayor Thorne <br /> Absent: None <br /> REVIEW AND CONSIDERATION OF A COUNCIL-SPONSORED ACTION PLAN TO FACILITATE: <br /> (1) COMMUNITY LISTENING SESSION(S); (2) A PROCESS FOR REVIEW OF EXISTING POLICE <br /> DEPARTMENT POLICIES AND PROCEDURES; AND (3) CONSIDERATION OF NEAR- AND LONG- <br /> TERM POLICY GOALS FOR COMMUNITY POLICING — TO BE INCORPORATED INTO THE CITY'S <br /> WORKPLAN AND BUDGET PROCESS <br /> City Manager Nelson Fialho introduced the item. He reported the goal is to initiate public discussion <br /> regarding Community Policing in Pleasanton in response to local and national calls for police reform. <br /> He noted both the Pleasanton Police Department (PPD) and the City of Pleasanton are committed to <br /> transparency, listening, learning, and improving the way policing is performed. <br /> City Manager Nelson Fialho reported the first Community Listening Sessions will be held on Tuesday, <br /> July 21st at 6:30 p.m. instead of the City's regularly scheduled City Council meeting which would be <br /> rescheduled to August 4. He advised the listening session will be convened and led by the City Council <br /> and open to the public, no formal action would be taken, and there will be no staff reports. He explained <br /> the listening session will be an open mic format that would enable the community to address the City <br /> Council regarding desired police reform and any experiences with the PPD or the City or any other <br /> related topics covering policing in Pleasanton. <br /> City Manager Fialho reported other goals of the meeting are: to gain a better understanding of the <br /> challenges faced by communities of color in Pleasanton including their challenges and experiences with <br /> PPD; sharing some perceptions and realities of policing in Pleasanton; understanding community <br /> expectations and concerns when it comes to law enforcement in Pleasanton including the areas of <br /> mental health crisis response, use of force policies, and the training and development of personnel; <br /> identifying critical community resources for the population served, including Pleasanton's residents who <br /> are currently unhoused; and opening the lines of communication, hearing feedback directly, continuing <br /> to build legitimacy and trust with the community. He advised July 28th was also an option for a <br /> Community Listening Session date. <br /> City Manager Fialho reported the next step would be a review of existing department policies and <br /> procedures. He advised that following the Community Listening Sessions, City Council would initiate a <br /> comprehensive review of existing department use of force policies in August, followed by a review in <br /> September of the department's implementation of the President's Task Force on 21st Century Policing. <br /> He advised the review could also include call data, statistics. organizational operations, and PPD <br /> community outreach. <br />
