10. 11. Prior to issuance of a building permit, the applicants shall submit details of the retaining wall around the proposed structure. The details of the retaining wail design shall be reviewed and approved by Geotechnicai Engineering Inc. and shall be subject to the review and approvai of the Director of Building Inspection and/or City Engineer. The applicants shall arrange for the geotectmical engineer to conduct further study to determine conclusively ifa spring is located in the area of the proposed development. This study shall be subject to the approvai of the City Engineer. Ifa spring is found, drainage shall be accommodated as stated in Condition No. 13. The applicants shall comply with the recommendations of the geotechnicai report prepared by Geotechnical Engineering Inc., dated October 28, 2003 (Job No. 112042). The applicants' geotechnical consultant shall review and approve all foundation, retaining wail, and drainage geotechnicai aspects of the final development plans to ensure that the recommendations have been properly incorporated into the development. The consultant shail certify by writing on the plans or as otherwise acceptable to the Director of Building Inspection that the final development plan is in conformance with the geotechnicai report approved with the project. The geotechnical consultant shall be present on site during grading and excavation operations. The results of the inspections and the as-built conditions of the project shall be certified in writing by the geotechnicai consultant for conformance to the approved plans and geotechnicai report and submitted to the City Engineer and Director of Building Inspection for review and approval prior to occupancy The elevations of the building pad and building height shall be verified as being in conformance to the design review plans dated "Received February 13, 2004" on file in the Planning Department. Said verification is the project developer's responsibility, and shall be performed by a licensed civil engineer. The written verification shall be provided to the Planning Department before the first framing or stmcturai inspection by the Building Department. Prior to the issuance of a building permit, the applicants shall submit a finai landscape and irrigation plan to the Planning Director for review and approval. The landscape plan shall detail the planting materials, size, and location. Non- deciduous trees shall be planted and they shall be at a minimum of 15-gailon size.
