BACKGROUND <br /> In 2011, the City launched the Accela software system to manage land use and <br /> community development activities including permitting, inspections, zoning, project <br /> planning and code enforcement. Since that time, staff has submitted annual Purchase <br /> Orders for the renewal of Accela licenses, maintenance and support. Each year, the <br /> renewal fees have typically increased, with renewals in recent years averaging seven to <br /> ten percent over the prior year. This year, Accela has offered the City a reduced annual <br /> renewal increase upon entering into a 3-year license agreement. <br /> Staff recommends renewing with Accela as the software is performing well and <br /> enhancements involving the system are planned in the coming years. On October 6, <br /> 2020, City Council authorized the City Manager to enter into a Professional Services <br /> Agreement with Truepoint Solutions, for services related to an update of the City's <br /> Accela system to allow for online submittals and payments, and additional electronic <br /> plan-checking capacity. Staff is currently working with Truepoint to begin this scope of <br /> work, in addition to selecting a vendor for electronic plan review software, which will <br /> integrate with the City's Accela system. <br /> DISCUSSION <br /> Staff recommends the City enter into a multi-year license agreement to continue the <br /> Accela software license and maintenance services in order to benefit from a lower <br /> annual renewal rate. By electing a three-year term, the City will save at least 2% each <br /> year (approximately $1,400-$1,500 annually) over the cost of completing separate <br /> annual renewals. The attached Software License Agreement covers the period of <br /> December 14, 2020 through December 13, 2023, and continues the existing license, <br /> maintenance and support services provided by Accela. Continuing the existing software <br /> service with Accela will enable the City to move forward with the planned update and <br /> enhancements to the development review process, including implementation of online <br /> building payments for planning and building applications, and electronic plan review. <br /> These updates and enhancements will be facilitated through the recently-approved <br /> Professional Services Agreement with Truepoint Solutions.
