THE CITY OF <br /> 2.�, 4 <br /> IM <br /> LE ALIM <br /> SACITY COUNCIL AGENDA REPORT <br /> November 17, 2020 <br /> Community Development <br /> Planning Division <br /> TITLE: ADOPT A RESOLUTION APPROVING A PREANNEXATION AGREEMENT <br /> WITH JEFF AND LORI WREDEN FOR SANITARY SEWER CONNECTION <br /> TO AN EXISTING RESIDENCE LOCATED AT 3608 VINE STREET IN THE <br /> UNINCORPORATED REMEN TRACT <br /> SUMMARY <br /> Jeff and Lori Wreden, property owners of 3608 Vine Street in the unincorporated area of <br /> Alameda County known as the Remen Tract, are requesting a connection to the City's <br /> sanitary sewer system because the existing septic system that serves their residence is <br /> failing. Prior to allowing properties outside of the Pleasanton city limits to connect to City <br /> utilities, the City requires the property owners to enter into a preannexation agreement. <br /> If the preannexation agreement is approved, a party (the City, the County or the <br /> property owners) must apply for and receive an out-of-area service agreement from the <br /> Alameda County Local Agency Formation Commission (LAFCo) and approval of the <br /> Livermore-Amador Valley Water Management Agency (LAVWMA). <br /> RECOMMENDATION <br /> 1. Approve the Preannexation Agreement between Jeff and Lori Wreden and the City of <br /> Pleasanton, subject to minor modifications approved by the City Manager and City <br /> Attorney, and authorize the City Manager to execute the agreement. <br /> 2. Authorize an application be filed with LAFCo for the extension of sanitary sewer <br /> services to this property. <br /> 3. Authorize connection of 3608 Vine Street (APN 946-1704-008-08) to the City's <br /> sanitary sewer system, provided: all connection work is done to the satisfaction of the <br /> City Engineer; all costs are borne by the property owner; and the proposed extension <br /> of City services is approved by LAFCo. <br /> FINANCIAL STATEMENT <br /> The property owners would be required to pay all costs associated with extending the <br /> sanitary sewer system, including City, County, and LAFCo permitting costs, and other <br /> agency fees and connection charges. <br />
