BACKGROUND <br /> On March 27, 2020,The Coronavirus Aid, Relief, and Economic Security (CARES) Act <br /> (H.R. 748) was signed into law. The bill provided $5 billion to the CDBG program to <br /> rapidly respond to the COVID-19 pandemic. The City was previously awarded <br /> $201,314 of first round of Community Development Block Grant Coronavirus (CDBG- <br /> CV1) funds this past summer. The City has been using these funds for activities to <br /> support infectious disease response, specifically for COVID-19, after the City, as <br /> required by HUD, amended the following HUD-approved plans: FY 2015-2019 <br /> Consolidated Plan, FY 2019-2020 Annual Action Plan, and Citizen Participation Plan. <br /> The City Council approved the Consolidated Plan and Action Plan at its April 21 , 2015 <br /> meeting, while the Citizen Participation Plan was approved on July 1996. <br /> Similarly, per HUD's requirement, the City will need to again amend its FY 2019-2020 <br /> Action Plan in order to secure the third round of CARES Act CDBG funding (CDBG- <br /> CV3) in the amount of $450,530. The Second Amendment to the FY2019-2020 will <br /> identify the proposed COVID-related response activities to be funded with the CDBG- <br /> CV3 funds. <br /> DISCUSSION <br /> Staff has identified the following programs that meet HUD's criteria for eligible projects <br /> and programs (See Attachment 1) that respond to the COVID-19 pandemic: <br /> The Alameda County Food Distribution project at the Alameda County <br /> Fairgrounds (led by Open Heart Kitchen in partnership with Tri-Valley Haven, <br /> Alameda County Foodbank, Alameda County, and the Cities of Pleasanton, <br /> Livermore and Dublin)--Proposed funding--$150,530. <br /> CityServe of the Tri-Valley to continue and expand the City's emergency rental <br /> assistance payments--Proposed funding-- $150,000 (See Attachment 2). <br /> Axis Community Health to provide telehealth services to respond and prevent the <br /> spread of COVID-19--Proposed funding--$150,000 (See Attachment 2). <br /> The DRAFT Second Substantial Amendment to the FY 2019-2020 Annual Action Plan, <br /> which identifies the COVID-19 activities to be funded with CDBG-CV3 funds is provided <br /> as Attachment 3. <br /> Public Review <br /> Due to the COVID-19 pandemic, HUD waived the requirements under 24 CFR <br /> 91 .105(c)(2) and (k), 91 .115(c)(2) and (I) provided that only five (5) days are required <br /> for public comments on each substantial amendment. HUD also removed the <br /> requirement to hold in-person public meetings in order to comply with national and local <br /> social gathering requirements.
