Attachment 3 <br /> THE CITY OF <br /> —= <br /> arm- <br /> 111 <br /> LE ASANTON. <br /> Second Substantial Amendment to HUD <br /> FY 2019-2020 Annual Action Plan <br /> The Second Substantial Amendment to the City of Pleasanton's HUD-approved FY 2019-2020 <br /> Annual Action Plan continues to address the community needs resulting from the COVID-19 <br /> pandemic. The City of Pleasanton, as an entitlement jurisdictions, is required by the U.S. <br /> Department of Housing and Urban Development (HUD)to submit a 5-Year Consolidated Plan and <br /> Annual Action Plans in order to receive annual federal Community Development Block Grant <br /> (CDBG) funds that the City uses to address community development needs throughout the city. <br /> The City's Citizen Participation Plan is critical in ensuring that Pleasanton residents are provided <br /> the opportunity to provide input and comment on the Consolidated Plan and Action Plans. <br /> On March 27, 2020, The Coronavirus Aid, Relief, and Economic Security (CARES) Act (H.R. 748) <br /> was signed into law. The bill provided $5 billion to the CDBG program to rapidly respond to the <br /> COVID-19 pandemic. On July 6, 2020, the U.S. Department of Housing and Urban Development <br /> (HUD) awarded the City $201,314 in the first round of CDBG COVID-19 funds (CDBG-CV1) to <br /> prevent, prepare for, and respond to the coronavirus (COVID-19) pandemic. On September 16, <br /> 2020, HUD notified the City that it has been awarded an additional $450,530 in the third round <br /> of CARES Act CDBG funding (CDBG-CV3). <br /> As a condition of receiving the CDBG-CV3 funds, the City is required to again amend its HUD- <br /> approved FY 2019-2020 Annual Action Plan, as it did previously to secure its CDBG-CV1 funding. <br /> The CARES Act, in order to prevent the spread of COVID-19 and mitigate its health and economic <br /> impacts, also provided specific waivers and permitted flexibility in CDBG program requirements <br /> that include suspending the 15 percent cap on funding for public services, reducing the public <br /> comment period from 30 days to 5 days, and allowing the option of virtual meetings in lieu of in- <br /> person public hearings in order to comply with national and local social gathering requirements. <br /> Citizen Participation <br /> The 5-day public comment period for the Second Substantial Amendment to the FY 2019-2020 <br /> Annual Action Plan is November 10, 2020 through November 17, 2020. The Substantial <br /> Amendment is posted on the City's website to solicit Pleasanton residents' input and comments. <br /> A public hearing will be held at the November 17, 2020 "virtual" City Council meeting to further <br /> solicit public comments and to review and approve the submission of the Second Substantial <br /> Amendment to HUD.
