In response to Councilmember Testa's inquiry, City Manager Fialho advised the item is to address <br /> the impacts of the pandemic and Shelter in Place order and not resolve any late payments that <br /> existed before March 16th. <br /> MOTION: It was m/s by Brown/Narum to approve the Emergency Rental Assistance Program for <br /> renters affected by the COVID-19 Pandemic to include the payment of late fees and authorized City <br /> Manager to execute a professional services contract with a service provider to assist staff in <br /> implementing and administering the program. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Pentin, Testa, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> MATTERS INITIATED BY COUNCIL <br /> Vice Mayor Narum provided brief comments regarding the death of George Floyd. She requested staff <br /> be provided diversity and inclusion training and requested the City Manager bring back a proposal with <br /> scope, timing, and agenda for the community meetings regarding the Police Department. Councilmember <br /> Brown supported the item. <br /> In response to Councilmember Brown's inquiry, City Manager Fialho reported he would need to speak to <br /> the county about conducting a Town Hall meeting at the Firehouse Arts Center. Vice Mayor Narum <br /> requested City Manager Fialho bring back proposals for community meetings. <br /> In response to Mayor Thorne's inquiry, City Manager Fialho reported diversity and inclusion training <br /> should include a comprehensive program for how it is achieved. <br /> Councilmember Testa requested City Council participate in Implicit Bias Training and expressed her <br /> support for town hall-style community meetings. She requested community meetings be held <br /> immediately. <br /> Councilmember Pentin suggested waiting for City Manager Fialho to develop a comprehensive program <br /> for listening to the public before scheduling the community meetings. During the community meetings, <br /> he would like to discuss use of force standards that emphasize reverence for life, de-escalation, a duty <br /> to intercede, proportional response to dangerous incidents, strong accountability provisions, a database <br /> of former police officers fired for gross misconduct, an early warning system to identify police officers that <br /> need more training and mentoring, and ongoing training skills. Lastly, he supported Vice Mayor Narum's <br /> request. <br /> Councilmember Testa commented the community would like to have the meetings in a timely manner. <br /> Vice Mayor Narum reported Police Chief Swing will be embarking on a listening tour with the community. <br /> Police Chief Swing expressed his support for community listening sessions and noted the Pleasanton <br /> Police Department sees this as an opportunity to improve services to the community. <br /> Councilmember Testa requested a commitment that community sessions will begin in the next few <br /> weeks. Mayor Thorne expressed his desire to have listening sessions quickly while City Manager Fialho <br /> has an opportunity to develop a comprehensive plan. City Manager Fialho advised the Council meeting <br /> for July 7th could be reinstated and a draft action plan could be presented to Council for approval. <br /> Councilmember Testa expressed her support for reinstating the July 7th Council meeting. <br /> City Manager Fialho reported he can find a date in early July that works for Council which could be a <br /> special meeting to discuss the action plan.
