Brad Hirst expressed his support for PPD and recapped his positive experiences interacting with PPD. <br /> Jill Buck expressed opposition to defunding the PPD as it would impact their four-minute response time. <br /> She encouraged residents to review the PPD budget available on the City's website and review the <br /> staffing levels. She encouraged City Council to oppose defunding the PPD. <br /> Mikayla Tran encouraged City Council to listen to the young voices of Anaheim and listen to residents. <br /> Heather Truro suggested City Council introduce 21st Century policing in the PDD and encouraged <br /> civilian oversight on those policies. She encouraged City Council to review the example of Eugene, <br /> Oregon as a model to respond to mental health issues. <br /> Jack Balch expressed his support for PPD and thanked them for handling a wide variety of matters, but <br /> he feels they should not handle mental health responses. He believes PPD welcomes continued <br /> improvement, innovation, and input on how they can do their jobs more effectively. <br /> Nancy Pennell expressed her respect and support for PPD, opposes defunding, and supports investing <br /> in training officers in mental health problems. <br /> Aayush Singh encouraged City Council to review the process by which PPD deals with mental health <br /> emergencies and suggested response models for mental health emergencies. He encouraged a <br /> positive change in how police officers are asked to respond to emergencies. <br /> Judith Seid encouraged City Council to develop a citizen review process to review PPD policies and <br /> procedures. <br /> Aryan Ohri encouraged City Council to review PPD policies to develop a better police department and <br /> encouraged reform. <br /> Laura Danielson encouraged City Council to review the Student Resource Officer positions at <br /> Pleasanton high schools to better respond to mental health emergencies in the local schools. <br /> Crysta Vlasak encouraged City Council to defund the PPD, reallocate funds and oppose any current <br /> and future increases of the PPD budget, to disarm Pleasanton police officers and law enforcement <br /> officers, and all those in private security, removal of law enforcement from hospitals, schools, colleges, <br /> and universities to eradicate zero-tolerance punishments. <br /> Emma Reddy encouraged City Council to review the use of Student Resource Officers responding to <br /> mental health emergencies in Pleasanton schools and encouraged the use of mental health services to <br /> assist students. <br /> Rishabh Raj proposed reparations in responding to the three (3) incidents of police violence that have <br /> troubled Pleasanton. He expressed concern there was no surveillance footage available of the incident <br /> despite body cameras being issued to police officers. He encouraged PPD to take responsibility for <br /> their action to repair their relationship with the families involved. <br /> Peixuan Xie encouraged City Council to fund trained mental health professionals to deal with mental <br /> health crises emergencies instead of police officers who do not have the proper training. She <br /> encouraged these mental health professionals be the point of first contact when the incident is deemed <br /> a mental health emergency. <br /> Robin Hwang read a statement on behalf of a parent from Pleasanton's Asian community who <br /> encouraged the City Council to support more mental health professionals than additional police officers. <br /> City Council Minutes Page 2 of 6 July 21, 2020 <br />
