She also <br /> reported on her attendance at the Heritage Tree Board of Appeals, stating the first item <br /> discussed was a resident who had topped a heritage tree; they were given a partial fine and <br /> the City covered the remainder, as both parties shared responsibility for maintaining the tree. <br /> Commissioner Balch also attended the Heritage Tree Board of Appeals and reported on the <br /> second item covered during the meeting, which was a resident who wanted to remove a <br /> heritage tree from his property in order to install additional solar panels; the request was <br /> denied. <br /> 7. Future Planning Calendar <br /> Planning and Permit Center Manager Melinda Denis gave a brief overview of future items for <br /> the Commission's review. <br /> Commissioner Allen inquired whether the Bicycle, Pedestrian, and Trails Committee (BPTC) <br /> had an opportunity to comment on the Public Storage item coming before the Planning <br /> Commission at the next meeting; Ms. Denis stated she would ask Associate Planner Megan <br /> Campbell. <br /> MATTERS INITIATED BY COMMISSION MEMBERS <br /> Commissioner Brown mentioned he had spoken with a concerned resident regarding <br /> Bicentennial Park and he inquired under what conditions would the project come before the <br /> Planning Commission. Commissioner Balch clarified this project was under the Parks and <br /> Recreation Commission's jurisdiction. Ms. Denis confirmed the Parks and Recreation <br /> Commission had been tasked with the Century House Assessment and they had held a few <br /> study sessions over the last year. The project has been paused due to the Alameda County <br /> Public Health Department's shelter-in-place order as a result of the COVID-19 pandemic but <br /> there is discussion around bringing it back. Next steps are uncertain as it may be <br /> recommended to go before City Council or it could go back to the Parks and Recreation <br /> Commission for further discussion; staff is still gathering information and input, but it will <br /> eventually be brought before the Parks and Recreation Commission for formal <br /> recommendation. Commissioner Brown mentioned that elements of the project were similar to <br /> the discussion around parking in the downtown area and Chair Ritter stated the BPTC <br /> previously had an opportunity to review and comment on the project. Ms. Denis named the <br /> staff members working on the project and informed the Commissioners the building <br /> assessment and parking options were taken before the Parks and Recreation Commission and <br /> had been commented on by the surrounding neighbors. Interior floor plan options were also <br /> brought before the Parks and Recreation Commission and next steps include compiling all the <br /> information and working through any outstanding items. Ms. Denis also stated if any residents <br /> have questions, comments, or concerns, they could reach out to her, directly. <br /> Commissioner Allen posed a rhetorical question as to what the City would do with historical <br /> signs downtown when buildings change ownership. She then asked if there were any updates <br /> regarding who would be moving into the vacant site previously occupied by Dean's Diner.
