is attached as Attachment I. Public comments received after publication of this report will be
forwarded to the Commission.
ENVIRONMENTAL ASSESSMENT
A Consistency Checklist pursuant to the California Environmental Quality Act (CEQA)
Guidelines Section 15183 was prepared. It is attached as Exhibit J. The checklist concludes
the proposed project would be consistent with the development density established by the
existing zoning and General Plan policies for which the previous environmental impact report
(EIR) was certified. Accordingly, it concludes the project does not require additional
environmental review.
SUMMARY/CONCLUSION
As described above, staff suggests that the proposed self-storage facility use (as conditioned)
will be compatible with the surrounding properties, is suitable for the site, and will result in a
project that supports the storage needs in the community. Staff believes the proposed
amenities and minimal traffic generation are sufficient to justify the floor area ratio and notes
the trail and seating area will be positive contributions to the community and the green building
measures will minimize impacts the City's greenhouse gas emissions. Additionally, staff
suggests the site design, building design, and massing are appropriate for the site and notes
the bolstered landscaping, removal of the outdoor storage, and other site improvements will
enhance the streetscape and overall appearance of the property.
RECOMMENDATION
Staff requests the Commission to review the proposal and hear all public testimony on the
project. Staff recommends the Commission:
• Find the proposed project complies with the CEQA Guidelines Section 15183 and
requires no further environmental analysis; and
• Adopt resolution no. 2020-13, making the findings for PMC Section 18.124 (Conditional
Use Permit) and the criteria for PMC Section 18.20 (Design Review) and approving
applications P19-0128 and P19-0129, subject to the attached conditions of approval.
Primary Author: Megan Campbell, Associate Planner 925-931-5610 or mcampbelk cityofpleasantonca.gov.
Reviewed/Approved By:
Steve Otto, Senior Planner
Melinda Denis, Planning and Permit Center Manager
Ellen Clark, Director of Community Development
P19-0128/P19-0129 Public Storage Planning Commission
15 of 15
the alternatives.
DESIGN REVIEW AND CONDITIONAL USE PERMIT FINDINGS
The Pleasanton Municipal Code Section 18.20 sets forth Design Review Criteria and 18.124
sets forth Conditional Use Permit findings. These criteria and findings are set forth in the draft
Resolution included as Exhibit A, and includes preservation of natural beauty, relationship of
the proposed buildings with the streetscape and surroundings, compatibility of architecture,
among other criteria. As described in Exhibit A and based on the information and analysis
provided in this Agenda Report, staff recommends the Commission make the required findings
to approve the project.
PUBLIC NOTICE
Notice of this hearing was sent to property owners and tenants/occupants within
1,000 feet of the site as shown in Exhibit H.
