In response to Vice Mayor Narum's inquiry, Finance Director Olson does not anticipate the need to <br /> subsidize the Golf Budget. <br /> Councilmember Pentin thanked staff for their conservative fiscal management. In response to his <br /> inquiry, Finance Director Olson reported drawing on the Section 115 Trust will only happen in the <br /> event of a true emergency. <br /> Councilmember Testa expressed support for the rainy-day fund and backup plan. In response to <br /> her inquiry, City Manager Fialho explained it would not be possible to make payroll if the Police are <br /> defunded by the Council. He commented an adjustment could be made based on input from the <br /> public during community meetings and details of the Police budget would be provided during those <br /> meetings for review. He also noted residents can review the two-year adopted budget on the City's <br /> website. <br /> Mayor Thorne opened the item to public comment. <br /> Isaac Elias commented the Police Budget is hard to parse out and requested staffing numbers be <br /> converted to dollar amounts for the benefit of the public. He encouraged City Council to help create <br /> new community service solutions to keep Pleasanton residents safe and healthy. <br /> Mayor Thorne closed the public comment. <br /> Vice Mayor Narum commended staff for being fiscally conservative with the City's money. <br /> Councilmember Pentin also commended staff for being fiscally conservative and helping take the <br /> City to the next fiscal year. <br /> Councilmember Testa commended staff for being fiscally conservative. <br /> In response to Councilmember Brown's inquiry, Finance Director Olson confirmed the $50 million <br /> for public safety is for both police and fire and advised $30 million is appropriated to the Police <br /> Department. Councilmember Brown encouraged staff and residents alike to continue to look for <br /> ways to keep expenses low to weather the COVID-19 storm. <br /> MOTION: It was m/s by Narum/Pentin to adopt and waive full reading of Resolution No. 20-1176 <br /> accepting the FY 2020/21 Mid-Term Operating Budget. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Pentin, Testa, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> 35. Consider approval of an Emergency Rental Assistance Program for renters affected by the COVID- <br /> 19 Pandemic <br /> Housing Division Manager Steve Hernandez reported the program objective is to mitigate potential <br /> homelessness and displacement of existing residents who are unable to pay their rent due to the <br /> COVID-19 pandemic by providing grants to pay for delinquent rent. He provided an overview of <br /> program eligibility which requires the applicant to be a current Pleasanton resident with a residential <br /> lease with a 3rd-party landlord for at least six continuous months, have a household income that <br /> does not exceed 80% of area median income (AMI), be in good standing before the March 16th <br /> Shelter in Place order verified by the landlord, and documentation of at least 20% loss of income <br /> due to COVID-19. He reported those ineligible for the assistance include applicants who are an <br /> City Council Minutes Page 11 of 14 June 16, 2020 <br />
