THE CITY Of <br />CITY COUNCIL AGENDA REPORT <br />PLEASANTON. <br />October 6, 2020 <br />City Manager <br />TITLE: ACCEPT BACKGROUND INFORMATION AND PROVIDE POLICY <br />DIRECTION ON THE DISPOSITION OF THREE PARCELS OWNED BY <br />PLEASANTON GRAVEL COMPANY LOCATED IN UNINCORPORATED <br />ALAMEDA COUNTY <br />SUMMARY <br />Pleasanton Gravel Company (PGC) owns several properties located in unincorporated <br />Alameda County, between the city limits of Pleasanton and Livermore. Over the past <br />several years, PGC has been in contact with staff from both Pleasanton and Livermore, <br />expressing interest in development of three of its parcels, located south of Jack London <br />Boulevard and west of Isabel Avenue. Most recently, PGC has initiated outreach to the <br />City of Livermore, whose staff has indicated preliminary interest in exploring potential <br />annexation and development of some or all of these parcels. Livermore has sought <br />dialog with the City of Pleasanton, and input on potential concerns and planning <br />considerations. Staff of the two cities has suggested it may be beneficial to develop <br />agreement(s) between the City of Livermore, City of Pleasanton, and PGC, regarding <br />the processing of applications to develop the properties, including a cooperative <br />approach to review and mitigation of project impacts. <br />The content of this report provides background on the properties, relevant boundaries, <br />and a summary of the key issues, and provides a staff recommendation for City <br />Council's consideration with respect to future agreement(s) related to the possible <br />annexation and development of these properties. <br />RECOMMENDATION <br />Staff recommends that the City Council authorize the City Manager to pursue <br />agreement(s) with the City of Livermore to address topics and issues of concern to the <br />City of Pleasanton, and, assuming successful accomplishment of these agreements and <br />relevant actions, and notwithstanding any new issues identified during the project <br />review process, to form the basis for potential City of Pleasanton support for the <br />annexation and development of these properties within the City of Livermore. The <br />agreements are likely to include Pleasanton Gravel Company, and may involve other <br />parties such as the City of Dublin (for potential traffic mitigation issues). City Council <br />would have final authority to review and approve the agreements before they are <br />executed. <br />
