BACKGROUND <br />The City owns and maintains over 24,500 trees in its urban forest, located in City parks, <br />medians, parking strips, and facility landscapes. Tree inventory and routine mataince is <br />retained in a database. With such a robust urban forest, maintenance of City trees <br />requires contract assistance in addition to City staff. <br />A Request for Proposal (RFP) seeking tree trimming and removal, inventory <br />management and arborist services was advertised in August 2020. After reviewing all <br />proposals, staff determined that the proposal from West Coast Arborist most fully met <br />the criteria and qualifications for the project. In addition, West Coast Arborist, Inc., <br />provided a competitive basic crew rental of $255 per hour and the lowest rate of $85 per <br />tree. As described below, the majority of the work performed under this contract will be <br />done at the "per tree" rate. <br />A total of four proposals were received for this project on August 13, 2020. The four <br />bidders included West Coast Arborists, Inc., Davey Tree Co., The Professional Tree <br />Care Co., and Arborist Now. Out of the annual contract amount <br />approximately $55,000 is utilized by the Engineering Department for tree trimming to <br />clear city trees in preparation for the annual street resurfacing project and the City's <br />Heritage Tree Program. The remaining budget is used to maintain approximately 24,500 <br />city trees located in parks, median, parking strips, and facility landscapes. <br />The annual compensation schedule under this agreement per fiscal year is as follows: <br />FY 2020/21 - $524,000 (October 1, 2020 - June 30, 2021) <br />FY 2021/22 - $648,000 (July 1, 2021 - June 30, 2022) <br />FY 2022/23 - $667,000 (July 1, 2022 - June 30, 2023) <br />Page 2 of 3 <br />
