BACKGROUND The City owns and maintains over 24,500 trees in its urban forest, located in City parks, medians, parking strips, and facility landscapes. Tree inventory and routine mataince is retained in a database. With such a robust urban forest, maintenance of City trees requires contract assistance in addition to City staff. A Request for Proposal (RFP) seeking tree trimming and removal, inventory management and arborist services was advertised in August 2020. After reviewing all proposals, staff determined that the proposal from West Coast Arborist most fully met the criteria and qualifications for the project. In addition, West Coast Arborist, Inc., provided a competitive basic crew rental of $255 per hour and the lowest rate of $85 per tree. As described below, the majority of the work performed under this contract will be done at the "per tree" rate. A total of four proposals were received for this project on August 13, 2020. The four bidders included West Coast Arborists, Inc., Davey Tree Co., The Professional Tree Care Co., and Arborist Now. Fees for the work ranged from $300 per hour to $110 per hour for basic crew rental and from $530 to $85 per tree for pruning. Out of the annual contract amount approximately $55,000 is utilized by the Engineering Department for tree trimming to clear city trees in preparation for the annual street resurfacing project and the City's Heritage Tree Program. The remaining budget is used to maintain approximately 24,500 city trees located in parks, median, parking strips, and facility landscapes.
