Also pointing to consolidation being a near surface issue is the deeper manholes are <br />not showing signs of settlement at the their base, which actually causes the relatively <br />rigid manhole cone structure to appear as though it is rising out of the street, when in <br />fact it is staying stable as the soil consolidates around the manhole cone. This <br />phenomenon is also impacting ride quality. <br />The Engineering Department outlined a scope of work with the Traffic and Streets <br />Divisions to restore the roadway to a safer operating condition, but the work will not <br />restore the roadway to the original grades. Some areas of the street have recessed <br />several inches below the original grades and leveling the streets to the original grades <br />would cause the asphalt to be at or above some of the existing curbs. The work will <br />include approximately 18,000 square feet of base repairs and 600 tons of hot mix <br />asphalt leveling. The work does not include overlaying the entire street and only <br />addresses the most severe areas. <br />Bidding Process <br />Staff is recommending this work be accomplished prior to the upcoming rainy season to <br />prevent ponding on the roadway, and the potential dangers associated with vehicle <br />hydroplaning. Proposals were requested from paving contractors that have active <br />contracts with City including Teicherts (Operations Services Department on-call paving <br />contractors), Goodfellow Bros., LLC, Inc. and Bay Cities Paving & Grading. <br />Teicherts and Bay Cities Paving & Grading stated they do not have the capacity to <br />complete the work this year and declined to submit a proposal. <br />Goodfellow Bros., LLC, Inc., who provided a proposal of $232,072, is currently working <br />on the City's OBAG II — Resurfacing of Various City Streets Project, CIP No. 17508, <br />which includes federal funding. Since the project includes federal funding administered <br />by Caltrans, staff contacted Caltrans about including the additional work as a change <br />order to the contract with Goodfellow Bros. Caltrans indicated that the additional work <br />would need a federal National Environmental Policy Act (NEPA) review prior to <br />awarding the change order. While they did not see an issue arising from a NEPA <br />review, they recommended not adding the additional work to the project as a change <br />order if the goal is to complete the project before the rainy season, as a NEPA review <br />would delay the work well into and perhaps beyond the rainy season. <br />The Engineer's Estimate for this work is $200,000. Since the one proposal received is <br />above the Engineer's Estimate, staff contacted several contractors that have performed <br />paving projects with the City in previous years to see if they had the capacity and <br />interest in the work. An additional proposal for $235,000 was received from O'Grady <br />Paving, who performed emergency work on Longview Lane last year after a waterline <br />failure. Based upon the two bids, and since Caltrans advised against issuing a change <br />order to the federally funded OBAG contract, staff is now recommending that City <br />Council award a contract to Goodfellow Bros., LLC, Inc. in the amount of $232,072 for <br />the urgent repairs. <br />The West Las Positas Boulevard Street Settling Repair Reserve has a current balance <br />of $425,230 which is sufficient to fund the urgent repair work.
