"'- CITY COUNCIL AGENDA REPORT <br />PLEASANTON. 5 <br />October 6, 2020 <br />Community Development <br />TITLE: APPROVE THE PROFESSIONAL SERVICES AGREEMENT WITH <br />TRUEPOINT SOLUTIONS FOR $107,300 FOR SERVICES RELATED TO <br />PERMIT SOFTWARE AND TECHNOLOGY UPGRADES <br />SUMMARY <br />In 2017, the State Legislature passed Senate Bill 2 (SB 2) which established a <br />permanent source of funding intended to facilitate the production of housing in <br />California; the funding is derived from a new fee imposed on document recordations <br />associated with property transfers. Half of the first year's revenue was assigned to the <br />California Department of Housing and Community Development (HCD) to establish a <br />program that provides financial and technical assistance to local governments to <br />facilitate production of housing. The program, titled Planning Grants Program (PGP), <br />provides a one-time, noncompetitive grant to local governments to update a variety of <br />qualifying planning documents and processes. <br />The City has been approved for funding of $310,000 under the PGP; the grant will fund <br />two separate efforts: a) the creation of objective residential design standards; and b) an <br />update of the City's electronic permitting system to allow for additional electronic plan - <br />checking capacity. The City Council authorized a professional services agreement with <br />Van Meter Williams Pollack for the creation of objective residential design standards at <br />the August 4, 2020 City Council meeting. This request is to authorize a professional <br />services agreement for the second effort, an update of the City's electronic permitting <br />system (Accela) to allow for additional electronic plan -checking capacity and streamline <br />the development review process. <br />RECOMMENDATION <br />1. Approve and authorize the City Manager to execute the Professional Services <br />Agreement with TruePoint Solutions in the amount of $107,300, for services <br />related to permit software and technology upgrades. <br />2. Authorize the City Manager to execute future contract amendments with <br />TruePoint Solutions, up to a maximum of $30,000, for additional implementation <br />and integration services related to electronic plan review. <br />FINANCIAL STATEMENT <br />The cost of the scope of services outlined in Exhibit A of the Agreement (Attachment 1) <br />amounts to $107,300, and would be reimbursed by the State of California as part of the <br />SB 2 Planning Grants Program. The FY 2020/21 Budget includes the SB 2 grant funds <br />
