(PMC). Commissioner Balch noted tandem parking on the other side of the street and asked <br /> how those spots were approved when under the current DSP they would not count. He <br /> wondered if the parking lift could be equivalent to tandem parking. He then asked if there was <br /> currently a turnaround in the parking lot. Ms. Campbell responded there was not a designated <br /> turn around. Commissioner Balch requested clarification on the requirement for a turnaround, <br /> although there was not currently a turnaround. He requested the applicant consider lifts for <br /> standard spaces. Ms. Campbell explained the spaces underneath the lift would meet the <br /> compact measurement requirements but not the standard requirements. She stated the project <br /> was already at the maximum allowable compact spaces and additional standard spaces were <br /> needed. <br /> Commissioner O'Connor asked for clarification on the number of proposed compact spaces <br /> and ground spaces. Ms. Campbell confirmed that approximately 60 percent of the spaces were <br /> compact. Commissioner O'Connor asked if the spaces were shortened with the design of the <br /> residence in the back. Ms. Campbell suggested the applicant address that question. <br /> Commissioner O'Connor then asked for further clarification on the turnaround. Ms. Campbell <br /> explained the Traffic Engineering Division stated a turnaround was required and staff had not <br /> asked about prior approvals. Commissioner Balch stated a turnaround did not currently exist. <br /> Vice Chair Brown asked if the turnaround was required for the lift spaces. Ms. Campbell <br /> explained the Traffic Engineering Division requested the turnaround for the lot to prevent cars <br /> from having to back out onto Ray Street. Ms. Clark stated she would obtain additional <br /> clarification on the Traffic Engineering Division requirement for the turnaround. <br /> Commissioner O'Connor stated there would be two fewer parking spaces on the ground <br /> because the spaces under the residence could not be used for office parking. He confirmed <br /> there were previously ten spaces, which would be reduced to eight. Vice Chair Brown also <br /> noted the previous configuration allowed backing out using the depth on the right-hand side. <br /> Vice Chair Brown inquired about the use of the building to the northwest of the property, which <br /> appeared to be a materials-based industry. Ms. Campbell stated staff's understanding was that <br /> the property was residential but potentially there was a home-based business. Vice Chair <br /> Brown then inquired if the neighboring property was three townhouses and asked if staff could <br /> provide information on the surrounding buildings from a consistency perspective. He then <br /> asked for further clarification on the operation of the lift. Ms. Campbell confirmed both sides of <br /> the lift must be operated simultaneously and there must be a car on each side before being <br /> lifted. She noted a slight gap between the two sides of the lift. Vice Chair Brown asked if there <br /> had been any comments on the item. Ms. Campbell stated no public comment had been <br /> received. Vice Chair Brown then asked for the definition of compact and standard parking <br /> spaces. Ms. Campbell responded compact was defined as eight feet wide by 16 feet long and <br /> standard was defined as 9 feet by 19 feet. <br /> NOTED PRESENT: <br /> Commissioner Pace previously joined the Zoom webinar and was noted present at 7:44 p.m. <br /> Commissioner Pace inquired how the current parking spaces would meet the requirements <br /> and whether they would change in size to include some compact parking spaces.
