RESOLUTION NO. 20-1179 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON ADOPTING <br /> A NEGATIVE DECLARATION FOR THE AMENDMENT TO THE NORTH SYCAMORE <br /> SPECIFIC PLAN (NSSP), REZONING, PLANNED UNIT DEVELOPMENT (PUD) AND <br /> SUBDIVISION OF LAND FOR A FIVE-LOT RESIDENTIAL DEVELOPMENT LOCATED <br /> AT 990 SYCAMORE ROAD, AS FILED UNDER CASE NOS. PUD-1351P19-00311P19- <br /> 0032 <br /> WHEREAS, on February 7, 2019, Alaina Stewart/ Bringhurst LLC ("Applicant") submitted <br /> applications for the following entitlements at the existing approximately 3.28-acre site located at <br /> 990 Sycamore Road: 1)Amendments to the North Sycamore Specific Plan (NSSP) to: a) change <br /> the land use designation of an approximately 1.01-acre portion of the site from Planned Unit <br /> Development—Agricultural (PUD-A) to Planned Unit Development—Medium Density Residential <br /> (PUD-MDR); b) allow the proposed PUD-MDR lots to access from Sycamore Creek Way; c) <br /> realign the planned public trail on the project site; d) allow the proposed Lot 1 with a PUD-A land <br /> use designation to be less than one acre in area; 2) rezone an approximately 1.01-acre portion of <br /> the site from Planned Unit Development — Agricultural (PUD-A) District to Planned Unit <br /> Development — Medium Density Residential (PUD-MDR) District; 3) PUD development plan <br /> approval for a 5-lot single-family residential development with related on- and off-site <br /> improvements; and 4) Vesting Tentative Subdivision Map approval to subdivide the 3.28-acre <br /> parcel into five residential lots for four new homes and one existing home ("Project"); and <br /> WHEREAS, the City of Pleasanton is the lead agency on the Project, and the City Council <br /> is the decision-making body for the proposed approval for Applicant to carry out the Project; and <br /> WHEREAS, the Project is subject to review under the California Environmental Quality <br /> Act (CEQA), and an Initial Study and Negative Declaration have been prepared in accordance <br /> with Sections 15070 and 15072 of the CEQA Guidelines; and <br /> WHEREAS, the Initial Study concluded that the implementation of the Project would not <br /> result in any significant impacts to the environment; and <br /> WHEREAS, on December 16, 2019, Notice of Public Hearing and Notice of Intent (NOI) <br /> to Adopt a Draft Initial Study and Proposed Negative Declaration were sent to interested parties <br /> and property owners/residents in accordance with CEQ Guidelines Section 15072; and <br /> WHEREAS, the Planning Commission at its regular meeting on May 27, 2020, adopted <br /> Resolution PC-2020-07, determining that the proposed Negative Declaration is appropriate for <br /> the Project, making the requisite findings, and recommending to the City Council that the <br /> proposed Negative Declaration for the Project be approved; and <br /> WHEREAS, at a duly noticed public hearing on August 18, 2020, the City Council received <br /> and reviewed the Initial Study, dated December 16, 2019, received the recommendation of City <br /> staff and the Planning Commission, and the public was given the opportunity to comment on the <br /> environmental impacts of the Project; and <br /> WHEREAS, the City Council has reviewed and considered the Initial Study/Negative <br /> Declaration and intends to take actions on the Project in compliance with CEQA; and <br />
