THE CITY OF <br />06 <br />°° CITY COUNCIL AGENDA REPORT <br />PL•EASANTON© <br />September 1, 2020 <br />Finance <br />TITLE: APPROVE FIRST AMENDMENT TO THE MEMORANDUM OF <br />UNDERSTANDING (MOU) WITH THE CITY OF DUBLIN, THE CITY OF <br />LIVERMORE AND STANFORD HEALTH CARE — VALLEYCARE FOR THE <br />PROVISION OF COVID-19 TESTING SERVICES AT THE ALAMEDA <br />FAIRGROUNDS <br />SUMMARY <br />In April 2020, the cities of Pleasanton, Dublin and Livermore entered into an MOU with <br />Stanford — ValleyCare to provide COVID-19 testing (testing) at the Alameda <br />Fairgrounds (Fairgrounds) that prioritized testing for Tri -Valley residents, first <br />responders, medical professionals and disaster service workers. Each of the cities <br />contributed $100,000 to reimburse Stanford — ValleyCare for the cost of supplies and <br />equipment for the testing site. Stanford — ValleyCare has operated the Fairgrounds <br />testing site since April 28, 2020. The City of Pleasanton is entering into an agreement <br />with Alameda County to provide up to $1,168,709 to Stanford — ValleyCare to continue <br />to operate the Fairgrounds testing site through August 28, 2020. The proposed first <br />amendment to the MOU (First Amendment) with the City of Dublin, the City of <br />Livermore, and Stanford — ValleyCare includes the terms of the City's MOU with <br />Alameda County for the Fairgrounds testing site. <br />RECOMMENDATION <br />Approve the first amendment to the MOU with the City of Dublin, City of Livermore and <br />Stanford — ValleyCare for COVID-19 testing services for the period of April 28, 2020 to <br />August 28, 2020 to include the terms of the City's MOU with Alameda County and <br />authorize the City Manager to finalize and sign the first amendment to the MOU. <br />FINANCIAL STATEMENT <br />The proposed First Amendment reflects the terms of the City's draft MOU with the <br />County in which the City will reimburse up to $1,168,709 to Stanford — ValleyCare for <br />Fairground testing services through August 28, 2020. In turn, the City will invoice the <br />County for the amount Stanford — ValleyCare invoiced the City for Fairgrounds testing <br />services. The City has no other financial obligation under the proposed First <br />Amendment. <br />
