THE CITY OF <br />•••••L��S�4NTON CITY COUNCIL AGENDA REPORT <br />P <br />September 1, 2020 <br />Finance <br />Operations Services <br />TITLE: APPROVE FIRST AMENDMENT TO AGREEMENT WITH RAFTELIS <br />FINANCIAL CONSULTANT, INC, FOR WATER AND SEWER RATE <br />CONSULTING SERVICES <br />SUMMARY <br />In October 2015, the City increased the water and sewer rates following a <br />comprehensive rate analysis. Per Proposition 218, the City is required to review these <br />rates a minimum of every five years. As a result of this, on September 3, 2019, City <br />Council awarded a professional services contract to Raftellis, Inc to conduct a water and <br />sewer rate study. The current scope of the contract needs to be amended to extend the <br />contract date and increase the scope of work to reflect the need for water rate models <br />that include scenarios for potential new capital and operating costs associated with Per - <br />and polyfluoroalkyl substances (PFAS) in the City's groundwater supply. Staff is <br />recommending that Council authorize the City Manager to sign an amendment to that <br />contract with Raftelis, Inc. to (1) increase the not to exceed amount by $30,700 to <br />$139,400 and (2) extend the contract expiration date to September 3, 2021. In addition, <br />staff recommends that City Council authorize the City Manager to modify the contract <br />for up to $13,940 or 10 percent of the contract amount to account for any unforeseen <br />service needs. <br />RECOMMENDATION <br />Approve and authorize the City Manager to (1) amend enter the City's contract with <br />Raftelis, Inc. by $30,700 to an amount not to exceed $139,400 and (2) modify the <br />contract for up to $13,940 or 10 percent of the contract amount to account for any <br />unforeseen service needs. <br />FISCAL IMPACT <br />The Water and Sewer Funds' FY 2020/21 budget includes sufficient funds to complete <br />the water and sewer rate studies. <br />
