stores regularly violate laws and regulations regarding the sale of the products to youth. He also <br />noted the increase of the product price and eliminating discounts could have a large impact on <br />youth use of the products. He spoke in support of the ordinances as well as a complete ban on <br />flavored tobacco products. <br />Kristina Costanzo, Youth Commission, spoke regarding the realities of youth vaping in school sites <br />and in the community. She noted addiction does not discriminate and spoke in support of the <br />proposed ordinances. <br />Chloe Xu, Hart Middle School, cited data which states tobacco use in youth starts with a flavored <br />tobacco product. She stated the addiction which is stimulated by the flavored tobacco products and <br />the negative health impacts. She spoke in support of a complete ban on flavored tobacco products <br />to protect the health of younger generations. <br />Tatiana Del Cid, Las Positas College, spoke about the diversity of students on campus, including <br />minor students, who use flavored tobacco products. She cited a survey stating menthol is the <br />second most popular flavored tobacco product. She supported a more comprehensive ban on <br />flavored tobacco products and stated the desire for profits do not outweigh the negative impacts. <br />Zaynah Shah, Youth Commission, spoke regarding the work the Commission is conducting on <br />public service announcements on the dangers of flavored tobacco products. She referred to a <br />survey which stated youth purchased tobacco products from stores. She supported the proposed <br />ordinances. <br />Tejas Prakash, Youth Commission, spoke about the work of the subcommittee which has been <br />working on this topic. He noted the number of cities in the area which have adopted restrictions and <br />regulations regarding flavored tobacco and vape products. He supported the proposed ordinances <br />to protect the youth from the negative impacts <br />Derek Dressler, Foothill High School, spoke regarding the "time, place, and manner" restriction <br />which could potentially be applied to flavored tobacco products. He spoke regarding his experience <br />with friends and fellow students who are currently facing the vaping and flavored tobacco epidemic. <br />He spoke in support of the proposed ordinance. <br />David Wilson noted he is a former addict and spoke of his experience with addiction, which he <br />acknowledged was a disease. He stated the vape product saved his life and explained the <br />difference between products which have proven negative health impacts. He noted he is in support <br />of the proposed ordinances, noting adults can still access products. <br />Jennifer Duncan stated her experience with youth noting we must use data and science to make <br />common-sense policy. She addressed the need not to have a menthol exemption, as it is the most <br />popular flavor. She spoke regarding the negative impacts related to menthol and cited statistics <br />related to the deaths related to menthol. She spoke in support of banning flavored tobacco products <br />in the community. <br />Nathan Subramanian, Alameda County Tobacco Control Coalition, noted youth are enticed by low <br />prices and youth -targeted sales marketing of flavored tobacco. Councilmember Brown inquired as <br />to the cost of products, to which the speaker stated $8 is a commonly stated price. <br />Ashley Sprader, Pleasanton Unified School District, noted the District's work with students on <br />tobacco -related initiatives. She spoke regarding the resolution passed by the District to ban the use <br />of flavored tobacco and ecigarettes on campus and the District's efforts to educate and train <br />students and employees on tobacco -use prevention. Councilmember Testa clarified that the District <br />has always been "smoke-free" and the speaker noted the current resolution also addressed the <br />City Council Minutes Page 12 of 14 February 18, 2020 <br />
