Public Comment from the audience regarding items not listed on the agenda — <br /> Speakers are encouraged to limit comments to 3 minutes. <br /> Shiroy Choksey stated he moved to Pleasanton, near downtown, in December. He had done <br /> some research on previous Planning Commission meetings and saw consideration of a quiet <br /> zone in Downtown had been brought up and tabled many times. His concern was that since <br /> people were now working from home, the train was more of a nuisance. He asked if there was <br /> any plan or possibility of addressing the noise issue. He mentioned the possibility that <br /> homeowners make contributions to help mitigate the cost impact. Chair Ritter confirmed that <br /> the issue had come up quite often, and Ms. Clark stated she was not aware of any recent <br /> conversation about instating a quiet zone in Downtown. Chair Ritter also brought up the price <br /> of train crossings and Mr. Choksey again stated the residents could make contributions to help <br /> reduce the cost. Ms. Clark stated she could assist Mr. Choksey with the process of a possible <br /> discussion item. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 5. Amendment to Title 18 of the Pleasanton Municipal Code — Consider amendments to <br /> Chapters 18.08, 18.20, 18.28, 18.32, 18.36, 18.84, and 18.106 of the Pleasanton <br /> Municipal Code to comply with state legislation for accessory dwelling units. <br /> Senior Planner Shweta Bonn presented the specifics of the item in the Agenda Report. <br /> Commissioner Balch referenced a slide in the presentation and inquired about the decision <br /> process for offset windows, not looking into the neighbor's yard. Ms. Bonn agreed that the <br /> simulations in the presentation did not capture every vantage point and there were infinite <br /> configurations where the proposed objective standards might not entirely mitigate privacy <br /> impacts. Commissioner Balch asked the next steps if the neighbor complained as the window <br /> was already set five feet above the floor. Ms. Bonn clarified that the owner would only have to <br /> utilize one of the mitigation techniques: offsetting the window by four feet; situating the window <br /> more than five feet above the floor; or obscuring the glass.
