THE CITY OF I <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> August 20, 2020 <br /> Police <br /> TITLE: CONSIDER APPROVAL OF THE DEVELOPMENT OF AN ALTERNATE <br /> MENTAL HEALTH RESPONSE PROGRAM AND <br /> RECOMMENDATIONS ON POLICE DEPARTMENT USE OF FORCE <br /> POLICIES <br /> SUMMARY <br /> The City Council requested a review of key existing department use of force policies as <br /> well as a review of the police budget, calls for service, mental health response, <br /> organizational operations, and how the department ensures the high standards required <br /> by staff, community and profession. This report will provide an overview of each of <br /> those areas and recommendations to strengthen the department's response. <br /> STAFF RECOMMENDATION <br /> 1. Direct staff to return with an alternate mental health response model. <br /> 2. Approve staff recommendations on use of force policy changes. <br /> FINANCIAL STATEMENT <br /> Accepting the report and providing direction does not create immediate impacts to the <br /> City's operating budget. It is possible that future City-approved policies, including <br /> expanded training and development for the police department, new community <br /> programs and initiatives, and augmented staffing resources to address mental health <br /> crisis intervention could impact the City's future operating and capital budgets. These <br /> would be addressed through subsequent actions of the City Council, including adoption <br /> of the City's work plan and future operating and capital budgets. <br />
