THE CITY OF <br /> ioY�foi ..� • <br /> pLEASANTON, <br /> sites would be eligible, leading to substantial uncertainty as to what its local impacts and <br /> effects might be. <br /> AB 3107 (Bloom) Planning and zoning: commercial zoning: housing development. <br /> This bill was held in committee and is not moving forward this legislative session. This <br /> bill, with certain limitations, would require that a housing development be an authorized <br /> use on a site designated in any local agency's zoning code for commercial uses if <br /> certain conditions apply. Maximum height would be set by local zoning; however, a <br /> minimum of 36 feet would be allowed in all circumstances. Among these conditions, the <br /> bill would require that the housing development include at least 20% lower income units, <br /> and be located on a site that satisfies specified criteria. The bill would sunset in 2030. <br /> The bill would circumvent the typical discretionary review process that allows for careful <br /> consideration of conversion of a commercial site to a housing site, threatens to take <br /> existing commercial land out of commercial use, and removes local land use control. <br /> Policing Legislation <br /> AB 66 (Gonzalez) — Police: use of force. <br /> This bill would prohibit the use of kinetic energy projectiles or chemical agents by any <br /> law enforcement agency to disperse any assembly, protest, demonstration, or other <br /> gathering of persons, except in compliance with specified standards set by the bill, and <br /> would prohibit their use solely due to a violation of an imposed curfew, verbal threat, or <br /> noncompliance with a law enforcement directive. The bill would prohibit the use of <br /> chloroacetophenone tear gas or 2-chlorobenzalmalononitrile gas by law enforcement <br /> agencies. The bill would include in the standards for the use of kinetic energy projectiles <br /> and chemical agents to disperse gatherings the requirement that those weapons only <br /> be fired at a specific target who presents a clear and imminent threat to themselves, the <br /> officers, or other persons. <br /> This bill will increase reporting requirements for the police department from annually to <br /> monthly and expand the areas reported. Additionally, the restrictions of tools used by <br /> law enforcement for riots will lead to an increase in officer injury and allow civil unrest to <br /> grow in nature. <br /> AB 329 (Kamlager) Victim compensation: use of excessive force by law <br /> enforcement. <br /> This bill does not have a hearing date scheduled and is not anticipated to move forward. <br /> The California Victim Compensation Board compensates victims and derivative victims <br /> of specified types of crimes for specified losses suffered as a result of those crimes. <br /> The Restitution Fund which is a continuously appropriated fund. Current law defines <br /> various terms for purposes of these provisions, including "crime", which includes any <br /> public offense wherever it may take place that would constitute a misdemeanor or <br />
