CITY COUNCIL AGENDA REPORT <br /> August 18, 2020 <br /> City Manager <br /> TITLE: REVIEW AND CONSIDER THE CITY'S LEGISLATIVE FRAMEWORK WITH <br /> THE 2020 FOCUS AREAS AND ESTABLISH THE CITY'S LEGISLATIVE <br /> POSITIONS ON SELECTED BILLS, AND REQUEST CITY STAFF TO <br /> MONITOR REMAINING LEGISLATION THROUGHOUT THE 2020 <br /> LEGISLATIVE CYCLE TO DETERMINE WHETHER THE CITY COUNCIL <br /> SHOULD TAKE A FORMAL POSITION <br /> SUMMARY <br /> The Legislative Framework (Attachment 1) guides the City's response to pending state <br /> and federal legislation. The framework includes guiding principles, goals, and strategies <br /> that guide advocacy efforts on behalf of the City's interests. Within this framework, <br /> annual focus areas are established to guide the City's legislative positions. <br /> The City Council Legislative Subcommittee and staff is recommending adoption of the <br /> City's Legislative Framework with the 2020 Focus Areas and to establish the City's <br /> legislative positions on selected 2020 bills. <br /> RECOMMENDATION <br /> The City Council Legislative Subcommittee (Thorne/Pentin) and City staff recommend <br /> adoption of the City's Legislative Framework with the 2020 Focus Areas and to <br /> establish the City's legislative positions on selected 2020 bills and request that City staff <br /> monitor remaining legislation throughout the 2020 legislative cycle to determine if and <br /> when the City Council should take a formal position on additional legislation. <br /> FINANCIAL STATEMENT <br /> There is no financial impact. <br />
