ATTACHMENT II: Alameda County& City COVID-19 Testing Partnership Framework <br /> Alameda County & City COVID-19 Testing Partnership Framework <br /> According to the U.S. Centers for Disease Control and Prevention (CDC), testing for individuals who are <br /> at high risk for contracting the virus is an important strategy to reduce community transmission of <br /> COVID-19, especially as the County relaxes shelter-in-place restrictions and expands contact tracing. <br /> To support efforts by cities in the county to expand testing services,Alameda County Health Care <br /> Services Agency (HCSA) has developed the Alameda County& City COVID-19 Testing Partnership <br /> Framework (Partnership Framework)to coordinate resources and provide technical assistance to cities <br /> to increase equitable access to testing and lab processing services for residents most impacted by <br /> COVID-19. <br /> The Alameda County&City COVID-19 Testing Partnership Framework outlines the following county and <br /> city roles and responsibilities to support testing services to control the transmission of COVID-19: <br /> A. COVID-19 Testing Materials and Laboratory Capacity <br /> 1. Alameda County will support or supply the following, to the extent available for procurement: <br /> • Specimen collection kits to collect samples for testing for SARS-CoV-2,the virus that causes <br /> the respiratory illness called Coronavirus Disease 19 (COVID-19); <br /> • Laboratory processing through public, private or state-allocated lab processing partners; and <br /> • Recommended personal protective equipment(PPE), including N95 or higher-level <br /> respirator(or facemask if respirator is not available), eye protection,gloves and gown, for <br /> providers collecting specimens or within 6 feet of patients to maintain proper infection <br /> control. <br /> B. Project Management and Resource Coordination <br /> 1. Alameda County will set up liaison to assist with coordination of resources and provide technical <br /> assistance. <br /> C. Site Management <br /> 1. Cities will support the cost of city personnel staffing testing sites. <br /> 2. Alameda County will support the local share (up to 25%) of allowable Federal Emergency <br /> Management Agency(FEMA) personnel costs upon FEMA reconciliation, not otherwise <br /> reimbursed by state or other sources. <br /> All cities in Alameda County that operate COVID-19 testing sites are eligible to enter into a <br /> Memorandum of Understanding(MOU) with the County under the Partnership Framework. <br /> The Partnership Framework helps to support countywide efforts to respond to the COVID-19 pandemic and <br /> meets the 10X goal pathway of Healthcare for All in support of our shared visions of Safe and Livable <br /> Communities and a Thriving and Resilient Population. <br /> 9 of 13 <br />
