Review and approve proposed changes to the Pleasanton Housing Rehabilitation <br /> Program <br /> Mr. Hernandez advised that since 1993 the City of Pleasanton has offered financial and <br /> technical assistance to lower-income homeowner households through its Housing Rehabilitation <br /> Program (Housing Rehab Program). A program with a goal to maintain safe homes and <br /> attractive neighborhoods, to preserve affordable housing, to improve the quality of Pleasanton's <br /> housing stock, and to ensure compliance with City building and zoning codes. <br /> Commissioners were informed that since October 2016 the City has been contracting with <br /> Habitat for Humanity (Habitat) to administer the Housing Rehab Program. It was noted that as <br /> of June 2019 Habitat had processed 37 homeowner's application and only 6 projects have been <br /> completed. Details regarding delays and Habitat's request to carry-over funds were provided to <br /> Commissioner's at their June 20, 2019 meeting. <br /> Mr. Hernandez reviewed with the commissioners proposed changes to the Housing Rehab <br /> Program based on a re-evaluation of the program by the commission at its June 20, 2019 <br /> meeting. Proposed changes include: <br /> • Increasing the maximum loan amount from $35,000 to $150,000 <br /> • Restructuring the Housing Rehab loan to align it with the Renew AC loan terms <br /> • Adopting Renew AC policy on assets <br /> Commissioners were advised that City staff also recommended the following proposed policies <br /> supported by the commission at the June 20, 2019 meeting: <br /> • Extending Program Eligibility to Renters <br /> • Eliminating requirement for homeowner's insurance for homeowners applying for grants <br /> Mr. Hernandez asked Commissioners to review the proposed changes to the Pleasanton <br /> Housing Rehabilitation Program and forward a recommendation to City Council for approval. <br /> Commissioner Galvin questioned if staff had received input on this matter from any <br /> commissioners not able to attend this meeting. Mr. Hernandez stated he was not allowed to <br /> accept comments from commissioners not in attendance. <br /> Commissioner Kiziloglu questioned whether staff was able to conduct any follow-up to <br /> determine the program was not being abused by landlords.
