Chair Ritter inquired about the Johnson Drive Economic Development Zone (JDEDZ) and <br /> whether staff had a timeframe for the opening dates of Costco. Ms. Clark responded the <br /> JDEDZ was delayed due to the pending litigation, which was the main obstacle. Ms. Denis <br /> added that Costco had resubmitted development review drawings and staff was moving <br /> forward with processing. <br /> Commissioner Balch inquired about the funds for the work to be done on the Stoneridge Drive <br /> freeway ramp before Costco was allowed to build. Ms. Clark explained those funds had <br /> already been set aside and were not impacted by the current budget cutbacks. <br /> Commissioner Allen explained why she voted in favor of the Bringhurst item at the last <br /> meeting, stating Commissioner Brown's statement about completing the street convinced her <br /> that a new precedent was not being set. Ms. Clark stated she was unsure of when the plan might move forward but that she <br /> would provide an update upon receiving additional information. <br /> Commissioner Allen inquired if staff was looking at priority of developing the Housing Element <br /> for the City. Ms. Clark confirmed and stated it had to be done by 2023 and staff was <br /> recommending starting in 2020, in order for thoughtful discussion and community input. <br /> Commissioner Balch asked if the Stoneridge Mall Properties would be included. Ms. Clark <br /> explained that the housing site was identified and zoned in the last cycle and it would go <br /> through the PUD process, but it was already zoned for mixed use. <br /> Commissioner Pace brought up the impacts the County's Shelter-in-Place Order was having <br /> on retail in the City, especially at the mall. He expressed concern and asked if the City <br /> understood the impact to retailers and retail space and what was planned to ease the burden <br /> and accelerate reopening. Ms. Clark expressed the same concerns not just with sales tax but <br /> with employment and livelihood. She stated it was hard to know the impact because the <br /> pandemic was ongoing. He did not want the approved ordinance eventually getting kicked back from the <br /> State because of window standards. She explained staff decided on these standards, in the absence of being able to <br /> conduct design review, because they were the most common points of contention between <br /> neighbors.
