Draft minutes of the June 24, 2020 Planning Commission <br /> meeting (included as Item 3 in this agenda packet) <br /> STAFF RECOMMENDATION <br /> Staff recommends that the Planning Commission discuss the draft amendments to the <br /> Pleasanton Municipal Code (PMC) and adopt a resolution recommending approval of Case <br /> P20-0412 to the City Council with the proposed amendments shown in Exhibit A. <br /> EXECUTIVE SUMMARY <br /> In 2019, the Governor signed into law six different bills (Senate Bill 13, Assembly Bill 68, <br /> Assembly Bill 881, Assembly Bill 670, Assembly Bill 587, and Assembly Bill 671) that change <br /> the regulations for accessory dwelling units (ADUs) and junior accessory dwelling units <br /> (JADUs). These new rules build upon the changes to law regarding ADUs enacted in 2017, <br /> and still have the overall objective of encouraging the construction of ADUs. Since local ADU <br /> ordinances are required to be in conformance with state law, amendments to the City's existing <br /> regulations are proposed, to match the new requirements for ADUs and JADUs. <br /> understood the impact to retailers and retail space and what was planned to ease the burden <br /> and accelerate reopening. Ms. Clark expressed the same concerns not just with sales tax but <br /> with employment and livelihood. She stated it was hard to know the impact because the <br /> pandemic was ongoing. He did not want the approved ordinance eventually getting kicked back from the <br /> State because of window standards. Chair Ritter asked if the State provided specific guidelines <br /> regarding windows and Ms. Clark indicated the State regulations did not outline window <br /> regulations. She explained staff decided on these standards, in the absence of being able to <br /> conduct design review, because they were the most common points of contention between <br /> neighbors.
