Director Olson reported that to balance, staff proposes reversing the March 3rd surplus allocations <br /> to Capital Improvement Projects (CIP) and Repair and Replacement (R&R) reserves, reducing <br /> transfer to CIP reserves, and reducing operating expenses. This proposal leaves CIP reserves at <br /> $7.8M. <br /> Director Olson noted the request for $100K for the Stanford-ValleyCare COVID-19 Regional <br /> Testing Site at the Alameda County Fairgrounds serving Pleasanton, Livermore, and Dublin <br /> residents. The funds would be used to purchase test swabs and other lab materials and are <br /> eligible for FEMA reimbursement. <br /> Director Olson noted that the City does not meet the 500,000 or greater population requirement. <br /> Federal CARES Act funds; however will receive an approximately $200K increase in CDBG <br /> Funds, and H.R. 6474 Coronavirus Community Relief Act addresses smaller (populations less <br /> than 500,000) local governments with $250B in direct aid. <br /> In response to Councilmember Narum, Director Olson stated in terms of economic projections, on <br /> a scale of 1 (most conservative) to 5 (business as usual), staff is estimating at about 2, with an <br /> intentional effort to be conservative and not include estimates for increased internet sales tax or <br /> additional attrition savings for inability to fill positions at this time. Those can offset anything that <br /> was missed in the analyses. <br /> In response to Councilmember Narum, City Manager Fialho informed there is a soft hiring freeze <br /> and only critical positions will be filled — as of now that is first responders and essential <br /> engineering positions. <br /> In response to Councilmember Brown, Director Olson replied there was an increased estimate for <br /> overtime when the mid-year budget was completed in March. Staff is usually very conservative <br /> with that estimate and she felt it would be sufficient as there is little indication from Fire or Police <br /> that there has been an increase in overtime in response to COVID-19. <br /> In response to Councilmember Narum, City Manager Fialho replied doctors and clinicians would <br /> perform swab testing at the test site. The City would provide support with logistics in traffic control, <br /> set up of equipment, and public safety, and there is no anticipation of using City EMT or <br /> paramedics. <br /> To clarify for Councilmember Brown, City Manager Fialho explained this would be an East County <br /> test site that will accommodate Pleasanton, Dublin, and Livermore residents. Considering the <br /> magnitude of size and potential traffic volume, all cities agreed the Fairgrounds would be the best <br /> location to accommodate the expected level of traffic and circulation. <br /> In response to Councilmember Pentin's inquiry regarding the new Police Chief and the hiring <br /> freeze, City Manager Fialho noted the new Police Chief doesn't physically come on board until the <br /> current order has been lifted, estimated to be May 3, and his possible first day to be May 4. <br /> However, the start date is fluid and may be pushed out by a couple of weeks based on the revised <br /> health orders. Interim Chief Craig Eicher remains as acting Police Chief and has control of day-to- <br /> day operations. <br /> Councilmember Pentin asked if this budget amendment extends through June, to which Director <br /> Olson replied only through May. <br /> City Council Minutes Page 2 of 11 April 15,2020 <br />
