MOTION: It was m/s by Narum/Brown to adopt and waive full reading of Resolution No. 20-1143 <br /> waiving the imposition of Transient Occupancy Tax and City utility fines, penalties and interest, <br /> and suspending required utility deposits due to the COVID-19 national, state and local <br /> emergency. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Pentin, Testa, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> 4. Report from Director of Emergency Services on City response to the COVID-19 emergency <br /> and shelter in place order <br /> City Manager Fialho provided an update on the COVID-19 response and shelter in place order. <br /> Priorities remain the same as March 23: public safety with first responder activity; health and <br /> welfare of community and employees with emphasis on senior community; preservation of City <br /> assets, especially water and sewer operation; basic park maintenance to ensure asset isn't lost; <br /> accurate and timely information provided to community with the City as the source; and <br /> implementation of a system for reentry as the SIP order is eased. <br /> City Manager Fialho provided data for confirmed COVID-19 cases in Alameda County, with 48 <br /> confirmed cases in Pleasanton. He provided rates at which cases are increasing, hospital <br /> capacity and availability, and the death rate. <br /> Local activities in response to COVID-19 include sheltering 5 medically fragile homeless in a <br /> hotel; this will continue through the end of the declared emergency. Gingerbread is providing free <br /> childcare services to local healthcare workers. PUSD has childcare sites at Hearst and Fairlands. <br /> ValleyCare has a mobile testing facility requiring a doctor's order. First responders, LPFD, and PD <br /> have no reduction in staffing due to COVID-19 exposures. To help manage concerns of potential <br /> or confirmed COVID exposure, the City has free testing for PD and Fire, regardless of symptoms, <br /> that is coordinated through HR, Occupational Health, and ValleyCare. Four hotel rooms at <br /> Extended Stay in Pleasanton are available to City employees for up to 2 days if needed to provide <br /> isolation space for employees while awaiting test results and/or to coordinate arrangements to <br /> make adjustments to their home life. PD continues to take the approach of educating and <br /> providing direction to the community and public when responding to complaints of violation; this <br /> approach is well received. Parks are closed and routinely patrolled. <br /> Deputy City Manager Ott and the Communications team have been great at leveraging social <br /> media, our City website, and City newsletter to provide information and resources to the <br /> businesses and community. <br /> An East County test site is coming soon. It will differ from ValleyCare's current testing site with <br /> more nurses, clinicians, and doctors on site testing patients with or without a doctor's order. The <br /> continued challenge is getting testing swabs, which is an issue statewide. The requested 6,000 <br /> swabs from the State will accommodate 3 to 4 weeks of testing at the Fairgrounds. <br /> City employees are working in the office and from home. Others are assigned to non-profits: four <br /> at Open Heart Kitchen and six at Tri-Valley Haven. Today the Senior Center served 90 drive- <br /> through meals to seniors at a free and reduced price, this number continues to grow. The City <br /> continues to request PPE, surgical and N95 masks, and test swabs; about 85% have been <br /> delivered by the County and State. Some are kept for employees and first responders, but many <br /> are dispersed to medical providers and hospitals. <br /> City Council Minutes Page 10 of 11 April 15, 2020 <br />
