City Manager Fialho confirmed Councilmember Testa's understanding stating that notifications to <br /> owners are not sent out until after the resolution has been adopted. <br /> Councilmember Brown indicated that Homeowners Associations expect these notifications each year, <br /> however due to the Governor's Executive Order currently in effect, professional landscape maintenance <br /> is prohibited. <br /> In response, City Manager Fialho stated that due to the public safety nature of weed abatement, this <br /> would be considered an essential activity, therefore allowed under the Executive Order. <br /> Councilmember Narum suggested including the Program's information on the City's website after the <br /> resolution is adopted but before the public hearing. <br /> Councilmember Testa commented that due to the Executive Order in effect, the timelines are <br /> unrealistic and requested they be modified. <br /> City Manager Fialho confirmed Councilmember Narum's understanding that although the public hearing <br /> is set for May 19, owners would have until June 30 to complete abatement and stated further that <br /> Council could take the opportunity at the public hearing to extend the deadline beyond June 30. <br /> Councilmember Brown suggested a friendly amendment to move the public hearing date to June 2. <br /> MOTION: It was m/s by Narum/Pentin to adopt and waive full reading of Resolution No. 20-1148 <br /> approving the 2020 Weed Abatement Program and declaring weeds, rubbish, dirt, or refuse upon or in <br /> front of certain properties constitute public nuisances, that they be abated, and setting June 2, 2020 as <br /> the public hearing date to hear protest.
