Adopted California Government Code Section 65852.2, <br /> Health and Safety Code Section 17980.12, Government <br /> Code Section 65583, Health and Safety Code Section <br /> 50504.5, Government Code Section 65852.22, Government <br /> Code Section 65852.26, Civil Code Section 4751 <br /> STAFF RECOMMENDATION <br /> Staff recommends that the Planning Commission discuss the draft amendments to the <br /> Pleasanton Municipal Code (PMC) and adopt a resolution recommending approval of Case <br /> P20-0412 to the City Council with the proposed amendments shown in Exhibit A. At this <br /> particular meeting, however, staff is not requesting the Planning Commission take action on <br /> the draft amendments, to ensure an opportunity for the Commission to receive public <br /> comments, discuss and provide any needed direction. <br /> EXECUTIVE SUMMARY <br /> In 2019, the Governor signed into state law six different bills (Senate Bill 13, Assembly Bill 68, <br /> Assembly Bill 881, Assembly Bill 670, Assembly Bill 587, and Assembly Bill 671) that change <br /> the regulations for accessory dwelling units (ADUs) and junior accessory dwelling units <br /> (JADUs). These new rules build upon the changes to law regarding ADUs enacted in 2017, <br /> and still have the overall objective of encouraging the construction of ADUs. Since local ADU <br /> ordinances are required to be in conformance with state law, amendments to the City's existing <br /> regulations are proposed, to match the new requirements for ADUs and JADUs. <br /> Along with the draft amendments, staff has identified several key topics for discussion for and <br /> direction by the Planning Commission. Amendments to the zoning chapter of the PMC require <br />ess at the location; due to the County's shelter-in- <br /> place order, Chick-Fil-A was experiencing a lack of staffing, which had caused a large increase <br /> in their traffic and City Traffic Engineer Mike Tassano was working with their management to <br /> help mitigate the current traffic conditions which they had begun to implement. Regarding <br /> Meadowlark Dairy, the walk-up window was closed due to social distancing protocols, so all <br /> traffic was drive-thru; if Main Street closed, there would need to be thought around routing <br /> traffic in the area to ensure there was no increased traffic impact. <br /> Chair Ritter inquired about the status and volume of applications for the $2,300 City grant <br /> funding.
