Cold-in-Place Recycling and Overlay (CIR/OL): The CIR process includes pulverizing <br /> (milling) the top 4 inches of the existing pavement, mixing the pavement with asphalt <br /> binder/cement agents, grading and compacting by paving machine, and applying a fog <br /> seal. After completion of the CIR process, 1.75 to 2 inches of HMA will be applied on <br /> top of the newly recycled pavement surface. This treatment is normally utilized on <br /> streets that are in poor condition and require total reconstruction, including a complete <br /> removal and replacement of the asphalt concrete layer along with stabilization of the <br /> existing base material. Total reconstruction is a very costly and lengthy process, which <br /> creates a major impact to traffic and residents. There were seven <br /> bids received, ranging from the low bid amount of$2,399,865 to $2,961,688.90. The low <br /> bid amount is approximately 13 percent lower than the Engineer's Estimate of <br /> $2,775,412 (see Attachment 3). Past work performed by Goodfellow Bros. LLC was <br /> verified to be satisfactory. Staff recommends award of the construction contract to the <br /> lowest responsible bidder, Goodfellow Bros. LLC, for $2,399,865. <br /> Consultant Services: <br /> Consulting testing services for $30,000 will be provided under existing on-call materials <br /> testing contracts. The testing services are required to provide specialty testing of the <br /> materials and density checks in conformance with the City's Quality Assurance Program <br /> for paving. <br /> Traffic Equipment: <br /> Signalized intersections within the project limits without cameras will have cameras <br /> installed to maintain control of the intersection when the control loops are temporarily <br /> cut during construction. The traffic cameras will be installed utilizing the City's existing <br /> on-call contractor, Econolite, prior to the start of the project for $35,422. <br /> Budget <br /> Project funding totals $1,800,000, with $150 expended to date. The total estimated <br /> project expenditure is $2,77,419, leaving a project shortfall of$977,419. Staff <br /> recommends appropriating $375,000 of additional OBAG 2 grant funding and allocating <br /> $602,419 from the Streets CIP fund to cover the project shortfall (see Attachment 1). <br /> Page 3 of 4 <br />
