planting in the general benefit area, masonry walls, and any additional emergency repair <br /> services or other required improvements. <br /> With the assessment of one city-owned parcel, and the cost of maintenance for the <br /> "general benefit" area along the Alamo Canal ($9,703) that was in the LLMD when it <br /> was originally formed but later determined to be a general benefit requiring City <br /> maintenance, the City will be responsible for $9,720 of the maintenance within the <br /> district area. <br /> Lighting and Landscape Maintenance District 1993-1, Windsor <br /> The Windsor subdivision (District 1993-1) has 90 parcels. The district has been in place <br /> for 27 years. Maintenance in this district includes masonry walls, trees, shrubbery, <br /> groundcover, irrigation systems, entry features and common area drainage ditches; <br /> furnishing of all water and power for the irrigation system which is situated both in Lot A, <br /> on the northeast side of Tapestry Way and Minton Court, and in the northwest corner of <br /> the subdivision, and also in Lot C in the southwest corner of the subdivision, Tract 6320 <br /> in the City of Pleasanton. <br /> The assessments for the coming year for Windsor will be the same as last year, $269.62 <br /> per each privately owned parcel. With a total of 90 parcels in the district, this year's total <br /> assessment will be $24,266. This amount is not enough to fund the maintenance of the <br /> district areas to the same level of maintenance as past years. The county assessment <br /> fee will continue to be paid, as will the city administration fee. Due to the ever-increasing <br /> cost of water and maintenance services, and because of the aging plant material and <br /> improvements, the cash reserve for the district has been depleted. City staff continues to <br /> work closely with the maintenance contractor in order to reduce water use and to <br /> increase the efficiency of landscape maintenance operations. At this time there is no <br /> alternative but to reduce the amount spent on the maintenance contract, specifically the <br /> labor hours spent on maintenance, in order to maintain a balanced operational budget. <br /> There is no funding available to cover capital repair and/or replacement costs, nor is <br /> there sufficient funding to cover emergency repair costs. <br /> City staff have met with the Windsor at Laguna Oaks Homeowners Association to <br /> discuss increased assessments to meet their maintenance requirements but have not <br /> yet held a vote to increase assessments. An increase in the annual assessment will be <br /> necessary in order to continue the maintenance standards of the district, and replenish <br /> the reserve needed to fund eventual capital repair and replacement costs. <br /> Lighting and Landscape Maintenance District 1993-2, Bonde Ranch <br /> The Bonde Ranch subdivision (District 1993-2) has 103 parcels. The district has been in <br /> place for 27 years. Maintenance in this district includes entry features, open space <br /> areas, firebreaks, trees, shrubbery, groundcover and irrigation systems for the Bonde <br /> Ranch subdivision, Tract 6483 and Tract 6518 in the City of Pleasanton. <br /> The assessments for the coming year for District 1993-2 (Bonde Ranch) will be the same <br /> as last year, $257.22 per each privately owned parcel.
