THE CITY OF 2 <br /> GEOLOGIC HAZARD ABATEMENT <br /> DISTRICT AGENDA REPORT <br /> pLEASANTON: <br /> June 16, 2020 <br /> Engineering <br /> TITLE: ADOPT RESOLUTIONS APPROVING THE ANNUAL ASSESSMENTS <br /> FOR THE GEOLOGIC HAZARD ABATEMENT DISTRICTS (GHAD) FOR <br /> LAUREL CREEK ESTATES, MOLLER RANCH, LEMOINE RANCH <br /> ESTATES, AND OAK TREE FARM <br /> SUMMARY <br /> A Geologic Hazard Abatement District (GHAD) is a property assessment district that is <br /> formed to conduct annual geologic and storm drainage infrastructure monitoring, to <br /> perform annual maintenance, and to repair slope stabilization infrastructure, significant <br /> landslides, or other geologic movement should it occur within the District. The source of <br /> funding for the GHAD is an annual assessment from each property within the District. <br /> There are four GHADs within the City of Pleasanton, all located on the west side of <br /> Foothill Road (listed from north to south): Laurel Creek Estates, Moller Ranch, Lemoine <br /> Ranch Estates, and Oak Tree Farm. <br /> This report proposes assessments to be levied on properties within each of the four <br /> GHADs for the upcoming tax year 2020/21. It is recommended that all GHADs have <br /> their annual assessment increased by two percent for tax year 2020/21. <br /> RECOMMENDATION <br /> 1. Convene as the Board of Directors for the Laurel Creek Estates, Moller Ranch, <br /> Lemoine Ranch Estates, and Oak Tree Farm Geologic Hazard Abatement Districts; <br /> open and hold a public hearing to receive comments regarding the levy of annual <br /> assessments for each of the GHADs. <br /> 2. Adopt a resolution confirming the assessments, and order that the amount of the <br /> assessments be levied against each parcel of property within the GHADs for the <br /> costs to operate and maintain the GHADs. <br /> 3. Direct the Clerk of the District to record a Notice of Assessments. <br /> 4. Appropriate $328 from the Sewer Fund (430) and $922 from the Water Fund (420) <br /> to the respective GHADs to pay assessments for city-owned parcels. <br />
