MATTERS INITIATED BY COMMISSION MEMBERS <br /> Chair Ritter inquired about the Open Counter zoning portal and how the process is working. <br /> Ms. Denis responded that staff is encouraging applicants or prospective tenants to have early <br /> communication with staff prior to signing a lease, as the location might not be zoned for their <br /> anticipated use. <br /> Commissioner Balch continued by stating that use of the Open Counter portal has its <br /> drawbacks because an applicant cannot use an address to obtain zoning information, <br /> however, using the portal requires the type of use and will then populate the addresses in <br /> which that type of use is allowed. <br /> Ms. Denis responded that staff is aware of these limitations and has expressed such concerns. <br /> Commissioner Pace inquired whether staff was aware of the reasons that certain businesses <br /> are vacating the downtown area, perhaps foot traffic or parking issues and what might be <br /> driving the change. <br /> Ms. Clark responded that there are a variety of reasons why businesses might be vacating but <br /> expressed the City's interest in helping to fill the vacant spaces. <br /> ADJOURNMENT <br /> Chair Ritter adjourned the meeting at 8:40 p.m. <br /> Respectfully su mitted, <br /> • <br /> Schiko Riddle <br /> ecording Secretary <br /> Planning Commission Minutes Page 9 of 9 March 11, 2020 <br />on Building A and utilizing <br /> those that worked. <br /> MATTERS FOR COMMISSION'S REVIEW/ACTION/INFORMATION <br /> 7. Reports from Meetings Attended (e.g., Committee, Task Force, etc.) <br /> Commissioner Allen discussed the recent Heritage Tree Board of Appeals meeting and stated <br /> there was good discussion and the Committee came to a consensus, which appeased the <br /> Committee and the applicant. <br /> 8. Future Planning Calendar <br /> Planning and Permit Center Manager Melinda Denis gave a brief overview of future items for <br /> the Commission's review. <br /> 9. Actions of the City Council <br /> No action was taken. <br /> 10. Actions of the Zoning Administrator <br /> No action was taken. <br /> Planning Commission Minutes Page 8 of 9 March 11, 2020 <br /> <br /> Commissioner Allen expressed the need for Mr. Tassano to be involved as it relates to traffic <br /> circulation because she believes this is the most important component in selecting one of the <br /> two designs. Regarding massing, she is amenable to staff's recommendations and she <br /> inquired if there were other concepts or examples of similar five-story buildings with this many <br /> units as a comparison. <br /> Commissioner Balch stated he was amenable to the general massing referenced in Discussion <br /> Point 3 and mentioned that the option selected is the slightly better choice. <br /> Commissioner Ritter discussed the layout and positioning and to Commissioner Allen's point, <br /> agreed with her comments around the importance of traffic circulation; he further stated the <br /> massing is all-encompassing of that and requested additional articulation on the building <br /> design. <br /> Commissioner Brown expressed concern with the wrap-around building and the view from <br /> Stoneridge Mall Road. <br /> Planning Commission Minutes Page 7 of 9 March 11, 2020 <br />y <br /> approved and accounted for increased congestion.
