Pleasanton staff has had a discussion with Livermore staff and was advised that <br /> consideration of such exemptions may return to the Livermore City Council in late June. <br /> Livermore's consideration has been complicated by advocacy by particular retailers, <br /> opposition by some members of the public, trying to understand pipe tobacco products <br /> and cigar labeling, and application to cannabidiol (CBD) flavors. <br /> Recommendation. As no other communities with flavored tobacco bans provide <br /> for exceptions for flavored pipe tobacco or flavored premium <br /> cigars, staff recommends that the city not pursue such <br /> exemption at this time. <br /> Alternative. The Council may direct staff to discuss with existing tobacco sellers <br /> their recommendations for defining these proposed exemptions, and <br /> return to Council with that information. <br /> Alternative. The Council may direct staff to continue to monitor the City of <br /> Livermore's situation and report back if any exemption is formally <br /> adopted. <br /> ENVIRONMENTAL REVIEW <br /> Staff recommends that the City Council find that the proposed ordinance has no <br /> possibility to have a significant effect on the environment per 14 Cal.
