BACKGROUND <br /> The Transportation Development Act is a State of California law that provides funding <br /> through State sales tax for projects that comply with regional transportation plans. <br /> Article 3 of the TDA provides funding for bicycle and pedestrian related projects. The <br /> Metropolitan Transportation Commission oversees the allocation of these funds, based <br /> on population, within the nine county Bay Area region. MTC makes annual distributions <br /> of TDA Article 3 funds to eligible claimants after review of applications submitted. <br /> Eligible project types for these funds include the construction and/or engineering of a <br /> capital project that would construct or maintain a bikeway; bicycle safety education <br /> programs; development of bicycle or pedestrian facilities; restriping of bike lanes and <br /> other pedestrian and bicycle-related construction projects. <br /> DISCUSSION <br /> Per the Alameda County guidelines, Staff is required to present the TDA Article 3 funds <br /> request to the City of Pleasanton Bicycle, Pedestrian and Trails Committee (BPTC) and <br /> request a formal recommendation prior to bringing the item to City Council for approval. <br /> Due to the current Shelter-In-Place order from COVID-19, the BPTC meetings have <br /> been cancelled through the end of May, 2020. The next scheduled BPTC meeting will <br /> be on June 29th, 2020. To meet the funding deadline, Staff has been instructed by <br /> Alameda County to seek approval from City Council and subsequently have the BPTC <br /> review the item at its next official meeting. Staff recommends that an application be <br /> submitted for bicycle and pedestrian improvements at various locations within the city, <br /> including four projects previously identified and supported by the BPTC, but for which <br /> funding has been lacking. <br /> At the October, 2019 BPTC meeting, the Committee supported several projects that <br /> would fall under Bicycle and Pedestrian Improvements at Various Locations CIP (CIP <br /> No. 20543). These projects included: <br /> • Valley Avenue at Hansen Drive: design and construction of bulb-outs to shorten <br /> pedestrian crossing. <br /> • Iron Horse Trail Wayfinding: signing and striping improvements at the major <br /> intersection crossings of the Iron Horse Trail. <br /> • Stoneridge Drive Buffered Bike Lanes: addition of buffer between bike lane and <br /> travel lane on Stoneridge Drive between Santa Rita Road and Trevor Parkway. <br /> • Bernal at Hearst and Bernal at Kottinger: modify lane and bike configurations to <br /> improve pedestrian and bicycle facilities. <br /> Staff noted at the October 2019 BPTC meeting that the cost of these four projects would <br /> exceed the existing available funding for CIP 20543, provided through County Measures <br /> B and BB, and therefore additional funding for these projects would need to be pursued. <br /> The additional $173,734 in TDA Article 3 funds will be sufficient to meet the funding gap <br /> to construct all four projects. <br /> Page 2 of 4 <br />
