She continued by stating <br /> limited building staff is currently working in the office and offering live phone coverage during <br /> normal business hours. <br /> Commissioner Allen inquired about the public notification process and under the current <br /> situation, how that process was being conducted. <br /> Ms. Denis responded that this Planning Commission meeting required the standard public <br /> notification process be followed and department staff is working cohesively with the City <br /> Clerk's Office and the mailroom to navigate through any restrictions and staffing limitations. <br /> She continued by stating staff has adjusted previously set timeframes to allow for continued <br /> application submittals while adhering to public noticing requirements. <br /> Commissioner Balch discussed some of the constraints and complications being faced by <br /> other local municipalities and commended staff for their efforts and capabilities at keeping City <br /> operations moving forward despite the circumstances. He referenced the recent ransomware <br /> attack on the City of Union City and stated they have not had the ability to move forward with <br /> permit issuance nor have they been able to conduct business of any kind because they are still <br /> experiencing difficulties working out the issue. He further mentioned the difficulties being faced <br /> by the City of Fremont around the public noticing requirements for 5G wireless applications <br /> and inquired whether the City of Pleasanton had encountered any challenges or complications <br /> regarding public noticing requirements for these types of applications. <br /> Ms. Clark responded that although staff has worked with applicants to review a few proposals, <br /> they have not yet received any formal 5G wireless applications. However, once an application <br /> is received, staff will need to move forward to process the application under the strict public <br /> noticing requirements and deadlines in order to issue such permits. <br /> Information Technology Director Allen Hammond discussed the City's resources and strategies <br /> that have been implemented to help mitigate and respond to cybersecurity attacks. He stated <br /> the City's IT Department is constantly working towards keeping the network secure, while also <br /> educating the end user to help prevent any attacks, now or in the future. <br /> Commissioner Pace commended staff and the organization as a whole on their efforts and <br /> hard work at continuing to keep operations running and the ability to serve the community <br /> under the current circumstances. He referenced Commissioner Balch's previous comments <br /> and urged the City to offer the current, innovative, and digital processes being used as a way <br /> of assisting other organizations or jurisdictions who have innovative needs. <br /> Commissioner Brown referenced virtual Planning Commission meetings and expressed his <br /> appreciation that the City has moved forward in this capacity; he stated he was hopeful that <br /> virtual meetings will continue in the future as they allow for participation under particular <br /> circumstances, for example when Commissioners are travelling. <br /> Chair Ritter echoed Commissioner Brown's comments regarding virtual meetings. <br /> Planning Commission Minutes Page 4 of 5 May 13, 2020 <br />, are currently being <br /> Planning Commission Minutes Page 3 of 5 May 13, 2020 <br />the approved PUD development plan <br /> and compliance with State-mandated findings.
