Resolution No. PC-2020-07 <br /> Page Four <br /> 3. Whether the plan is compatible with previously developed properties in the <br /> vicinity and the natural, topographic features of the site: <br /> The existing neighborhoods include a mixture of one-and-two-story residences <br /> with a variety of architectural styles. The Commission recommends that the City <br /> Council find that the design criteria listed in the Design Guidelines would require <br /> future homes to be constructed in a style and manner compatible with the land <br /> use pattern in the neighborhood and previously developed properties in the <br /> vicinity. The photo simulations of a future home on the new lot fronting Sycamore <br /> Road demonstrates its compatibility with the existing neighborhood. The <br /> proposed pad elevations are compatible with the existing lots in the vicinity and <br /> the development standards and design guidelines would ensure the future <br /> homes are sited to minimize impacts on surrounding neighbors to the extent <br /> feasible and are designed to reduce their mass and not overpower the site. The <br /> Project has been designed around mature trees on the project site which will be <br /> retained as part of the development. As such, the Planning Commission <br /> recommends that the City Council find the development is sensitive to the <br /> existing vegetation on-site. In addition, proposed new home sites will have <br /> adequate space for outdoor living area which will relate well to the site's natural <br /> and built features. The Commission recommends that the City Council conclude <br /> that this finding can be made. <br /> 4. Whether grading takes into account environmental characteristics and is <br /> designed in keeping with the best engineering practices to avoid erosion, <br /> slides, or flooding to have as minimal an effect upon the environment as <br /> possible. <br /> The Planning Commission recommends that the City Council find that grading <br /> follows a similar pattern as the existing neighborhood and would help avoid <br /> future homes looming over neighboring properties. Erosion control and dust <br /> suppression measures will be documented in the improvement plans and will be <br /> administered by the City's Building and Safety Division and Engineering <br /> Department. In addition, the flood hazard maps of the Federal Emergency <br /> Management Agency (FEMA) indicate that the subject property is not located in a <br /> flood hazard zone. The site is not located within an Alquist-Priolo Earthquake <br /> Fault Zone. As such, the Commission recommends that the City Council <br /> conclude that this finding can be made. <br /> 5. Whether streets, buildings, and other manmade structures have been <br /> designed and located in such manner to complement the natural terrain <br /> and landscape: <br /> The Project site is in a developed area of the City and the Project does not <br /> include the extension of any new public streets. The subject site would be graded <br /> in such a manner that the proposed building pads for new residences do not <br /> contrast unfavorably with the natural terrain. The Planning Commission <br /> recommends that the City Council find the proposal is sensitive to existing <br /> landscaping, maintaining existing mature trees on-site. The design guidelines <br />
