Location and Notification Map <br /> STAFF RECOMMENDATION AND SUMMARY <br /> At the January 22, 2002, Planning Commission hearing, the Planning Commission directed <br /> staff to prepare a resolution recommending approval of the project to the City Council. The <br /> following actions are recommended: <br /> a. Find that the project would not have a significant effect on the environment; <br /> b. Find that the proposed amendments (P19-0031) to the North Sycamore Specific Plan <br /> (NSSP) are appropriate and consistent with the General Plan; <br /> c. Find that the proposed Planned Unit Development rezoning (P19-0030) and <br /> development plan (PUD-135) are consistent with the General Plan and the purposes of <br /> the PUD Ordinance, and make the PUD findings as listed in the draft resolution; <br /> d. Find that the Vesting Tentative Subdivision Map application meets State law and the <br /> Zoning Ordinance of the Pleasanton Municipal Code (PMC) and make the tentative map <br /> findings as listed in the draft resolution; and <br /> e. Adopt a resolution recommending approval of the draft Negative Declaration and <br /> Cases PUD-135, P19-0030, P19-0031, and Vesting Tentative Subdivision Map 8528, <br /> subject to the draft conditions of approval listed in Exhibit A, and forward the <br /> applications to the City Council for public hearing and review. <br /> DISCUSSION <br /> Please refer to the January 22, 2020, Agenda Report (Attachment D) for background <br /> information, site and area description, detailed project description, and staff analysis of the <br /> proposed development. As outlined in the Agenda Report, the proposed development requires <br /> amendments to the North Sycamore Specific Plan (NSSP) including an amendment to <br /> increase the density on the subject site from the NSSP allotted three residential units to five <br /> residential units. As indicated in the Agenda Report, staff did not support amending the NSSP <br /> to accommodate a five-lot development and recommended the project be redesigned to a <br /> three-lot development consistent with the NSSP. <br /> After discussion and deliberation, the Planning Commission concluded the proposed five-lot <br /> residential development could be supported. In articulating its reasoning for the decision, the <br /> Commission noted the proposed three new lots fronting Sycamore Creek Way (Lots 2-4) would <br /> be compatible with the lot configurations of the adjacent Sycamore Heights development. For <br /> the proposed new lot fronting Sycamore Road (Lot 1), the Commission requested the following <br /> information and project revisions when the project returned to the Commission for its <br /> subsequent review: <br /> PUD-135, P19-0030, P19-0031 and Vesting Tentative Map 8528 Planning Commission <br /> 990 Sycamore Road <br /> 2 of 6 <br />on unless a request for removal for discussion or explanation is received from the Planning <br /> Commission or a member of the public by submitting a speaker card for that item. <br /> 1.
