Attachment 4 <br /> RESOLUTION NO. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON APPROVING <br /> SUBSTANTIAL AMENDMENTS TO THE 2015-2019 CONSOLIDATED PLAN, FY 2019-2020 <br /> ANNUAL ACTION PLAN, AND CITIZEN PARTICIPATION PLAN TO ALLOCATE COMMUNITY <br /> DEVELOPMENT BLOCK GRANT CORONAVIRUS (CDBG-CV) FUNDS <br /> WHEREAS, after the federal government passed The Coronavirus Aid, Relief, and <br /> Economic Security (CARES) Act and allocated funding to the Community Development Block <br /> Grant (CDBG) program for activities to support infectious disease response. specifically for <br /> COVID-19, the U.S. Department of Housing and Urban Development (HUD) issued guidance <br /> regarding eligible activities for the Community Development Block Grant Coronavirus (CDBG- <br /> CV) funds; and <br /> WHEREAS, to access the $201,314 CDBG-CV funding allocated to the City of <br /> Pleasanton, the City must amend its FY 2015-2019 Consolidated Plan, FY 2019-2020 Annual <br /> Action Plan, and Citizen Participation Plan to identify the proposed activities for the expenditure <br /> of the CDBG-CV funds to address the COVID-19 crisis. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. The City Council approves substantial amendments to the FY 2015-2019 <br /> Consolidated Plan and FY 2019-2020 Annual Action Plan, as well as the Citizen Participation <br /> Plan, as shown in Exhibit A, to allocate $201,314 CDBG-CV funds as follows: <br /> • $130,314 Axis Community Health <br /> • $ 48,000 Spectrum Community Services — Meals on Wheels Program <br /> • $ 25,000 Tri-Valley Regional Testing Site <br /> SECTION 2. This resolution shall become effective immediately upon its passage and <br /> adoption. <br /> SECTION 3.
