Chairperson Gaidos opened the meeting for commissioner questions of agency representatives. <br /> 1. Commissioner Duggan asked Ms. Rocha for additional information regarding the eviction <br /> moratorium that is currently in place. Ms. Rocha advised that Pleasanton landlords are required to <br /> follow the ruling put in place by Alameda County that does not allow them to move forward at this <br /> time with eviction/termination notices. She advised that some landlords are trying to move around <br /> this ruling by claiming property destruction, etc., and ECHO has been providing clients with <br /> information and details on how they are protected. Ms. Rocha noted that the Alameda County <br /> ruling will be lifted 60-days after the Shelter-in-Place has been lifted. She noted that landlords still <br /> cannot evict for non-payment of rent and Pleasanton clients are protected. <br /> Commissioner Duggan confirmed with Ms. Rocha that most of the services provided by ECHO <br /> during the moratorium is education. <br /> 2. Commissioner Galvin asked Mr. Hernandez to confirm how referrals he has made to him are <br /> being forwarded to CityServe. Mr. Hernandez confirmed that all referrals are forwarded by him to <br /> CityServe and that sometimes CityServe has difficulties locating or contacting the individuals but <br /> suggested in the future he will provide the commission with progress reports. Ms. Vannarucci <br /> provided additional information and commented on the difficulties CityServe often experiences in <br /> contacting these individual and following-up with them because they move from place-to-place. <br /> Commissioner Galvin discussed information he had forwarded to Mr. Hernandez on an individual in <br /> Livermore and had been wondering whether the individual had been contacted. Ms. Vannarucci <br /> commented and advised CityServe will soon be using the new contact phone number 222-CARE <br /> that people will be able to call to obtain such information. <br /> 3. Commissioner Kiziloglu noted that homelessness is her passion. She asked the representative <br /> from Abode to provide information on where they were able to house the ten people they had been <br /> able provided assistance. Mr. Gutieriez advised that Pleasanton rentals are expensive and he was <br /> unable to recall where the 10 has been housed, but within the last couple of months they have been <br /> able to find housing for people in Pleasanton. He provided details about the outreach they conduct <br /> and advised that often places are found by word-of-mouth and by providing incentives to landlords. <br /> Commissioner Kiziloglu commented on CityServes' impressive numbers and asked for confirmation <br /> that all the requests for service were not for housing. She felt it would be difficult to provide housing <br /> for the numbers indicated based on the funding received. Ms. Beitsch advised that many were for <br /> other services. Commissioner Kiziloglu provided information about less expensive housing she had <br /> been able to find in Dublin for individuals she had been working with. <br /> Commissioner Kiziloglu discussed with Mr. Dolan and Mr. Hernandez the difficulty of asking Narika <br /> to wait for another year before being considered for funding when the services they provide are <br /> much needed. Ms. Dolan agreed there was a great need in the area for the services they provide, <br /> however, their request was for twice as much as the total of requests from all the other agencies. <br /> He noted that staff believes that more conversation is needed with representatives from the <br /> organization to learn more about the services they provide so they can be considered in this funding <br /> process. Mr. Dolan noted that the city has already gone above the funding guideline because of the <br /> difficult times we are in and believe more conversation with Narika is the best next move. <br /> Commissioner Kiziloglu questioned the "worth of a life" and felt Narika had requested a reasonable <br /> amount, especially to purchase a place in Pleasanton.
