PAGE 5 <br /> INTRODUCTION <br /> OVERVIEW <br /> The City of Pleasanton ("City") is located in Alameda County and covers an area of 24.3 <br /> square miles, with over 24,600 assessor parcels, and approximately 83,000 residents. The <br /> City currently has five Landscape and Lighting Maintenance Districts("Districts")that provide <br /> services to a combined total of 680 parcels: <br /> • 1984-1 Ponderosa (Del Prado)—344 parcels <br /> • 1993-1 Windsor—90 parcels <br /> • 1993-2 Bonde Ranch — 103 parcels <br /> • 1994-1 Oak Tree Farm—42 parcels <br /> • 1995-1 Moller Ranch— 101 parcels <br /> The five District's benefit assessments were established prior to the approval of Proposition <br /> 218 in 1996. The purpose of these Districts is to provide funding for the installation, <br /> maintenance and servicing of local landscaping and lighting improvements("Improvements") <br /> within each District's service area. <br /> LIGHTING&LANDSCAPE MAINTENANCE DISTRICT No. 1993-1,WINDSOR <br /> ASSESSMENT BACKGROUND <br /> The Windsor Lighting and Landscape Maintenance District No. 1993-1 ("District 1993-1" or <br /> "Maintenance District") was formed in 1993 as a Condition of Approval for the Windsor <br /> development to fund certain landscape improvements in the Windsor subdivision. The <br /> Maintenance District has a total of 90 single family residential parcels. <br /> The Windsor Lighting and Landscape Maintenance District No. 1993-1 purpose is to fund <br /> the maintenance and repair of designated landscaped areas and open space areas, entry <br /> features, masonry soundwalls, common area drainage ditches, irrigation systems,trees and <br /> plantings in designated landscaped areas, furnishing of water and power for irrigation <br /> systems, and street lights. <br /> District 1993-1 is funded by the benefit assessment approved in 1993 ("Assessment"), and <br /> it does not receive any direct revenues from property taxes or any other funding sources. <br /> The fiscal year 2020-21 assessments for District 1993-1 will remain at the same assessment <br /> rate of$269.62 per parcel per year. With a total of 90 parcels in the Maintenance District, <br /> fiscal year 2020-21 total assessment will be$24,265.80. <br /> Over the years, operational costs and utility costs have increased, however the assessment <br /> revenues have remained the same. The fiscal year 2020-21 total assessment revenue will <br /> not be sufficient to fund the maintenance of all landscaped areas, including water costs, <br /> county assessment fees, city administration fees, replacement of plantings, irrigation <br /> systems, and other district improvements.
