PAGE 5 <br /> INTRODUCTION <br /> OVERVIEW <br /> The City of Pleasanton ("City") is located in Alameda County and covers an area of 24.3 <br /> square miles, with over 24,600 assessor parcels, and approximately 83,000 residents. The <br /> City currently has five Landscape and Lighting Maintenance Districts("Districts")that provide <br /> services to a combined total of 680 parcels: <br /> • 1984-1 Ponderosa(Del Prado)—344 parcels <br /> • 1993-1 Windsor—90 parcels <br /> • 1993-2 Bonde Ranch— 103 parcels <br /> • 1994-1 Oak Tree Farm—42 parcels <br /> • 1995-1 Moller Ranch— 101 parcels <br /> The five District's benefit assessments were established prior to the approval of Proposition <br /> 218 in 1996. The purpose of these Districts is to provide funding for the installation, <br /> maintenance and servicing of local landscaping and lighting improvements("Improvements") <br /> within each District's service area. <br /> LIGHTING&LANDSCAPE MAINTENANCE DISTRICT No. 1984-1,PONDEROSA <br /> ASSESSMENT BACKGROUND <br /> The Ponderosa Lighting and Landscape Maintenance District No. 1984-1 ("District 1984-1" <br /> or"Maintenance District")was formed in 1984 as a Condition of Approval for the Ponderosa <br /> development to fund certain landscape improvements in the Ponderosa subdivision. The <br /> Ponderosa single family residential project was approved in two phases, October 1983 and <br /> January 1985.The Ponderosa Lighting and Landscape Maintenance District No. 1984-1 has <br /> a total of 344 parcels, 343 are single family residences, and one parcel is owned by the City, <br /> which is the location of Del Prado Park. <br /> The Ponderosa Lighting and Landscape Maintenance District No. 1984-1 purpose is to fund <br /> the maintenance of the existing Ponderosa subdivision landscaping, trees, shrubbery, <br /> groundcover, irrigation systems and soundwalls in the area north of Corte Flores on the west <br /> side of Paseo Santa Cruz, and north of Corte Pacifica on the east side of Paseo Santa Cruz. <br /> District 1984-1 is funded by the benefit assessment approved in 1984 ("Assessment"), and <br /> it does not receive any direct revenues from property taxes or any other funding sources. <br /> The fiscal year 2020-21 assessments for District 1984-1 will remain at the same assessment <br /> rate of$16.90 per parcel per year.With a total of 344 parcels in the District,fiscal year 2020- <br /> 21 total assessment will be$5,813.32. <br /> Over the years, operational costs and utility costs have increased and the infrastructure has <br /> continued to age, however the assessment revenues have remained the same.
