A not-to-exceed budget has been <br /> established to cover meeting attendance. If City staff requests additional meeting attendance by FCS <br /> staff,or if the amount of time involved in these meetings exceeds the initial budget allocation, FCS will <br /> notify the client of the additional costs and obtain authorization for the extra meeting time. <br /> Task 7: Project Management <br /> In addition to the research, analysis, communications,and report writing tasks described above, FCS will <br /> perform a variety of project management duties to ensure that the Initial Study/Consistency Checklist <br /> meets the City's standards of quality, and that it is delivered on time and within budget.These duties will <br /> include team supervision and coordination,oral and written communications with City staff,the <br /> applicant,at the direction of the City, project accounting,and quality assurance review by FCS's Project <br /> Director and Lead Editor of all deliverable products.These services also will include ongoing support to <br /> City staff,such as providing input to staff reports, regular schedule updates, and discussions of technical <br /> issues. <br /> Tasks Outside of Scope of Work <br /> Below are tasks FCS has identified as being outside of its Scope of Work for the proposed project. <br /> Written Responses to Comments <br /> CEQA Guidelines Section 15182 and 15183 Checklists do not need to be circulated for public review. As <br /> such, FCS's Scope of Work does not include time or budget for preparing written responses to comments <br /> received by the City concerning the Initial Study/Consistency Checklist.Should City staff request that FCS <br /> prepare written responses to comments, a separate scope and fee will be prepared. <br /> Newspaper Noticing/Local Noticing <br /> FCS assumes that City staff will be responsible for noticing the Planning Commission and City Council <br /> meetings at which the Initial Study/Consistency Checklist may be considered. <br /> Notice of Determination Filing/Payment of Fees <br /> The CEQA Guidelines do not explicitly state that a Notice of Determination (NOD) needs to be filed in <br /> conjunction with the adoption of an Initial Study/Consistency Checklist. However, it is recommended <br /> that an NOD be filed with the Alameda County Clerk's Office within five business days of adoption of the <br /> Initial Study/Consistency Checklist to ensure that the legal challenge period is limited to 30 days.The <br /> NOD filing requires payment of a County handling fee.
