Approve agreement with FirstCarbon Solutions (FCS) not to exceed $47,389 for City preparation <br /> of environmental analysis for a 22-unit project in the Spotorno Flat Area of Happy Valley proposed <br /> by AVS Ranch, LLC <br /> 4. Second reading and adoption of Ordinance No. 2208 amending Municipal Code Chapter 9.32 and <br /> Title 18 to restrict the sale of flavored tobacco products, electronic smoking devices and related <br /> paraphernalia citywide; limit new tobacco sales within 1,000 feet of public schools, parks and <br /> recreation facilities; adopt minimum package sizes and pricing for tobacco products <br /> Engineering <br /> 5. Adopt resolutions approving the Engineer's reports for Landscape Maintenance Districts 1984-1 <br /> (Ponderosa-DelPrado), 1993-1 (Windsor), 1993-2 (Bonde Ranch), 1994-1 (Oak Tree Farm), and <br /> 1995-1 (Moller Ranch); declaring the City's intention to assess the properties for the cost to <br /> operate and maintain the Districts; and setting June 16, 2020 at 7 p.m. as the date and time for <br /> the public hearing <br />
