BACKGROUND <br /> SB-1 was passed by the legislature and signed into law by the Governor in April 2017 in <br /> order to address the significant multi-modal transportation funding shortfalls statewide. <br /> The City must pass a resolution annually that includes a list of all proposed projects to <br /> be funded from the RMRA. The list must include a description and the location of each <br /> proposed project, a proposed schedule for the project's completion, and an estimate of <br /> the useful life of the project's improvements. <br /> SB-1 funding, along with the continued existing investment in our local streets and <br /> roads infrastructure, focused on basic maintenance and safety, investment in complete <br /> streets infrastructure, and use of cutting-edge technology, materials and practices, will <br /> have significant positive benefits in the City of Pleasanton and statewide. <br /> DISCUSSION <br /> City of Pleasanton staff use the City's Pavement Management System (PMS) program <br /> to identify and prioritize needed street reconstruction and maintenance. The PMS <br /> divides the city street system into approximately 1,300 segments. Each segment is <br /> evaluated and condition-rated as part of a bi-annual inspection program. The street <br /> repair projects are then developed as a combination of street reconstruction (such as <br /> repaving) and street maintenance (such as slurry sealing). The PMS is designed to <br /> reconstruct some streets that have failures or are near failure, as well as to apply <br /> preventative maintenance to some streets to prevent failure. SB-1 requires the use of a <br /> PMS program to identify proposed projects. <br /> The City has programmed its share of SB-1 funding into the FY 2020/21 Streets CIP, <br /> under the Annual Resurfacing and Reconstruction of Various Streets Project, CIP No. <br /> 21503. The project will resurface approximately 1.4 million square feet of street <br /> pavement throughout the City. The work is scheduled to begin during the summer of <br /> 2021, and be completed by the fall. The following streets are to be included in the <br /> project: <br /> 1. Arbor Drive — Mataro Court to Red Feather Road <br /> 2. Angela Street— First Street to Mirador Drive <br /> 3. Crellin Road — Touriga Drive to Grey Eagle Court <br /> 4. Hearst Drive — Bernal Avenue to Concord Street <br /> 5. Cabernet Court <br /> 6. Mirador Drive — Abbie Street to Bernal Avenue <br /> 7. Linda Way — Neal Street to Bonita Avenue <br /> 8. Del Sol Avenue — Entrada Drive to end <br /> 9. Neal Place — Mirador Drive to end <br /> 10. Lapis Lane — Crystal Lane to end <br /> 11. Crystal Lane — Independence Drive to Lapis Lane <br /> 12. Independence Drive — Bernal Avenue to end <br /> 13. Sunol Boulevard — Bernal Avenue to Valley Avenue <br /> 14. Black Avenue — Camino Brazos to Hansen Drive <br /> 15.
