walking or bicycling. Moreover, drive-through restaurants have a higher trip generation <br /> rate compared to restaurants without drive-throughs. Thus, fuel consumption from those <br /> trips and/or from idling vehicles waiting in the drive-through queue would also increase. <br /> A traditional (non-drive-through) restaurant would also be more consistent with General <br /> Plan and CAP goals to encourage pedestrian-oriented development. For example, it <br /> could improve pedestrian-friendliness, by allowing additional space to be dedicated to <br /> pedestrian circulation and seating areas, and for more generous landscaping throughout <br /> "Pad B," along Rosewood Drive and along the adjacent driveway located immediately to <br /> the south side of"Pad B." Although alternative site plans without a drive-through have <br /> not been developed by the applicant, eliminating the need for a drive-through aisle may <br /> also open up other possible site plan configurations, such as a design that would orient <br /> the building closer to Rosewood Drive and the corner, versus being placed toward the <br /> center of"Pad B," presenting a more positive and pedestrian-friendly streetscape look <br /> and feel. Therefore, the City Council finds the drive-through component of the proposed <br /> restaurant is inconsistent with portions of the City's General Plan and CAP and cannot <br /> make this finding. <br /> 3. Whether the plan is compatible with previously developed properties in the <br /> vicinity and the natural, topographic features of the site: <br /> "Pad B" is bordered by commercial uses. The proposed restaurant and related site <br /> improvements would require limited grading. Grading conducted on the site would <br /> continue to be subject to engineering and building standards prior to any development. <br /> Therefore, the Project would allow for this finding to be made. <br /> 4. Whether grading takes into account environmental characteristics and is <br /> designed in keeping with the best engineering practices to avoid erosion, slides, <br /> or flooding to have as minimal an effect upon the environment as possible. <br /> The "Pad B" topography is flat and grading for the proposed restaurant and related site <br /> improvements would be minimal and limited just to "Pad B." Erosion control and dust <br /> suppression measures would be documented in any building permit plans and would be <br /> administered by the City's Building and Safety Division and Engineering Department. <br /> "Pad B" is not located within an Alquist-Priolo Earthquake Fault Zone. The flood hazard <br /> maps of the Federal Emergency Management Agency (FEMA) indicate that "Pad B" is <br /> not located within a 100-year flood zone. Therefore, the City Council finds that the <br /> proposed restaurant properly takes into account environmental characteristics of"Pad <br /> B." <br /> 5. Whether streets, buildings, and other manmade structures have been designed <br /> and located in such manner to complement the natural terrain and landscape: <br /> "Pad B" is in a developed area of the City, within a previously developed shopping <br /> center. Development of this site would not involve the extension of any new public <br /> streets. "Pad B" is flat and thus any future redevelopment, whether the proposed project <br /> or an alternative proposal, such as a restaurant without a drive through, would not <br /> require extensive grading and would not contrast unfavorably with the natural terrain. <br />
