<br />PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. PC-2003-30 <br />RESOLUTION RECOMMENDING TO THE CITY COUNCIL THE USE OF <br />AFFORDABLE HOUSING CREDITS IN CONNECTION WITH THE 172-UNIT <br />SENIOR APARTMENT DEVELOPMENT APPROVED FOR THE BUSCH <br />PROPERTY (PUD-18) <br />WHEREAS, at its meeting of April 17, 2003, the Housing Commission approved an amended <br />Affordable Housing Agreement for the Busch property (PUD-18) increasing the <br />number of affordable units in the senior apartment project from 87 to 138 (an <br />additional 51 affordable units), and approved a proposed amendment to the <br />Affordable Housing Agreement allowing the developer to use or "transfer" the 51 <br />affordable housing units as "credits/transfers" as set forth in section 17.44.080(c) of <br />the City's Inclusionary Zoning Ordinance; and <br />WHEREAS, on May 6, 2003, the City Council considered the Housing Commission's <br />recommendations and approved an amended Affordable Housing Agreement, <br />without the language allowing for the "credits/transfers"; and <br />WHEREAS, the City Council directed that this matter be reviewed by the Housing Commission <br />and the Planning Commission for additional comments and options about the use of <br />affordable housing "credits"; and <br />WHEREAS, at its duly noticed public hearing of July 9, 2003, the Planning Commission <br />considered all public testimony, relevant exhibits, and recommendations of the <br />City staff concerning the proposed amendment to the Affordable Housing <br />Agreement. <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br />Section 1. Recommends to the City Council that the language included in the Affordable <br />Housing Agreement for the Busch property referenced in the May 6, 2003, City <br />Council staff report, allowing on-site credits and only off-site credits if approved by <br />the City Council, be retained in the amended Affordable Housing Agreement. <br />Section 2. Endorses the use of on-site and off-site credits for future projects as included in the <br />City's Inclusionary Zoning Ordinance on a case-by-case basis to be determined by <br />the City Council. <br />
